Background
SoCha is contracted to provide Monitoring, Reporting, and Capacity Strengthening (MRCS) support to complement and augment USAID’s Sahel Regional Office (SRO) performance management activities within its portfolio. Over a period of five years (2022-2027), MRCS is providing this technical assistance to the Sahel Regional Technical Office (SRTO), Sahel Regional Program Office (SRPO), the Niger Mission, the Burkina Faso Country Office, the Bureau for Humanitarian Assistance (BHA) Resilience Food Security Activities (RFSAs) in Niger and Burkina Faso, as well as limited support to other SRO-supported countries.
SoCha seeks a highly qualified Gender and Learning Specialist to work on SoCha’s MRCS team. The position is full time and will be based in MRCS’s country office in Niamey, Niger.

Scope of Work
The Gender and Learning Specialist will provide technical subject matter expertise on gender equality and social inclusion (GESI) to integrate these approaches into the program cycle. The Gender and Learning Specialist will also be responsible for organizing working group meetings and learning events on a variety of topics in addition to gender in collaboration with USAID/Niger. Depending on her/his level of expertise, the Gender and Learning Specialist will lead or provide critical inputs to potential gender analyses.
The Gender and Learning Specialist will work under the direction of the CLA Advisor.
Responsibilities will include:
- Supporting gender-sensitive performance monitoring, including identifying gender disaggregated indicators to integrate gender and other subpopulations into evaluation designs, as relevant.
- Integrating gender into activity/project/program monitoring, evaluation, and learning plans.
- Coordinating working group meetings and learning events, including liaising with participants for planning and identifying learning priorities, drafting agendas and materials, supporting facilitation, and note-taking.
- Contributing to the overall CLA agenda.
- Working collaboratively with USAID/Niger to promote the adoption of best practices for integrating gender throughout the program cycle.
- Monitoring broader GESI practices in the Sahel region.
Minimum Qualifications and Experience
- Master’s degree in gender studies, sociology, anthropology, or other relevant discipline.
- At least five (5) years of experience working on gender issues in the international development field.
- Extensive experience with gender analysis and qualitative research.
- Experience working with USAID is highly desirable.
- Experience drafting high quality reports and communication outputs in English.
- Substantive experience and record of accomplishment in gender equality and social inclusion issues at policy and programming level.
- Experience supporting CLA capacity building/training activities for Mission staff, implementing partners, and other Mission stakeholders (e.g. government and local development organizations). This includes supporting gender-related aspects of the curriculum.
- Experience with implementing gender mainstreaming agendas across a variety of sectors, including experience gender mainstreaming in governmental bodies.
- Professional communication skills and strong proficiency in written and spoken English and French.
