Context

IOM, through its 2015 Gender Equality Policy, is committed to promoting gender equality and ensuring that the particular needs of all migrants are identified, taken into consideration and addressed by IOM projects and services. This translates into the Organization’s commitment to address the different impacts that gender roles, relations and other inequalities have on mi-grants and others affected by migration, in all of IOM’s activities. Given the gender-specific nature of migration, IOM Ukraine is advocating for equal rights under the law in employment and mobility, addressing discriminatory migration practices, understanding how gender affects the type of migration undertaken, responding to how gender influences access to social ser-vices, economic growth, capacities, risks and vulnerabilities; promoting institutional reform; ensuring diversity and inclusiveness in consultations and participation in activities; and ad-dressing how migration influences gender roles and relations. IOM Ukraine is committed to support the Government of Ukraine and partners to achieve gender equality and women’s em-powerment. Also, IOM is an active member of the UN Gender Theme Group (GTG) and has been contributing the full implementation of the UNCT-SWAP Gender Equality Scorecard (UNCT-SWAP). IOM has a zero-tolerance policy towards sexual exploitation and abuse (SEA) by all personnel employed by IOM worldwide, whether internationally or locally recruited, regardless of the type or duration of contract. IOM’s zero tolerance policy also extends to IOM third party contracted staff, suppliers, service providers and Implementing Partners. SEA and Sexual Harassment (SH) continue to gain momentum not only within the United Nations (UN) and Interagency Standing Committee (IASC) common systems but also amongst governments, institutional partners, media and the general public. Increased action is no longer a choice, but a necessity, and the rights of the victim must be at the forefront. UNV will be supporting the Ukraine response, in particular activity of Ukraine, but will be placed in the IOM presence in Kosice, Slovakia, as there are no family duty stations in Ukraine at present.

Task description

Under the overall supervision of the Chief of Mission, IOM Ukraine, and the direct supervision of the Programme Officer (Gender and Protection from Sexual Exploitation and Abuse) (PSEA) of IOM Ukraine, the UN Volunteer will undertake the following tasks: • Assist in IOM efforts to address prevention of and response to sexual exploitation and abuse and harassment (PSEAH) and promote gender equality, especially in the current emergency context; • Support in the development, preparation, and submission of new concept notes and project proposals for Gender and PSEA-related programmes by collecting literature and data and participate in the team to strengthen concept notes and project pro-posals; • Assist in ensuring integration of gender and PSEA aspects in emergency response to Ukraine crisis; • Support mission-wide gender mainstreaming efforts by: 1) identifying opportunities for the development of gender-focused programming; 2) ensuring gender aspects are in-tegrated into IOM’s migration-related inputs for the UN Common Country Assessment (CCA) and support gender and migration integration into the future United Nations Sus-tainable Development Cooperation Framework (UNSDCF); • Assist in providing technical support in the review of relevant projects and products (such as research reports, publications and other information materials) related to gen-der, PSEA and migration issues; • Participate in meetings and/or events as required; • Perform any other duties as may be assigned. Results/Expected Outputs: • New concept notes and project proposals are developed in collaboration with unit col-leagues; • Develop and strengthen the Peacebuilding and gender areas of IOM work; • Implementation of Emergency and Stabilization unit projects is strengthened; • Strengthened gender mainstreaming/gender parity efforts of the mission; • Internal/external reports and updates are strengthened; • The development of capacity through coaching, mentoring, and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment; • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required experience

3 years of experience in peacebuilding, durable solutions, political affairs, transitional justice and reconciliation, social inclusion, gender mainstreaming, delivery of basic services, community participation, humanitarian coordination, and the consolidation of peace processes; Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded.
