Gender and Social Inclusion Advisor at Winrock International

Winrock is accepting applications for Gender and Social Inclusion (GESI) Advisor candidates for an anticipated Foreign, Commonwealth and Development Office (FCDO) project in Bangladesh. The four-year activity will focus on addressing adverse impacts of climate change on:

  1. Ecologically vulnerable coastal and haor areas of Bangladesh
  2. Livelihoods of surrounding communities

The project will increase climate resilience of vulnerable communities and protection and restoration of nature. The Activity will work with the Bangladesh Ministry of Environment, Forest and Climate Change, community groups, civil society, and private sector actors, and will align with the ministry’s vision of “Sustainable Environment and Forest Development.”

The GESI Advisor will be responsible for overseeing Gender, Social Inclusion and Women’s Empowerment efforts across the project, including ensuring that gender and inclusion-based approaches are central within the project’s activities.

This position is contingent on award of funding from FCDO.

ESSENTIAL RESPONSIBILITIES:

In accordance with the program design and the intended outcomes of the award, you will lead the process of identifying and addressing gender-specific constraints across the project that limit social and economic empowerment, such as mobility, social stigma, decision-making, access to markets and productive resources and gender and social norms.

You will lead the development of an evidence-based gender and social inclusion analysis, with an accompanying action plan in collaboration with key technical staff, which will provide overarching project guidance and include specific recommendations for the project. Specific responsibilities include but are not limited to:

  • Leading the development and implementation of an evidence-based gender equity and social inclusion analysis and accompanying action plan.
  • Working with Technical Leads to ensure that activities are designed and implemented in accordance with the program’s gender equity and social inclusion action plan and address gender- and other inclusion-specific considerations, needs and gaps
  • Supporting gender and social inclusion integration in the workplans of the program outcome areas and partnership agreements as appropriate.
  • Providing technical guidance and oversight to program activities that promote gender transformative approaches resulting in, for example, equitable decision-making, gender pay equity, growth of women- and minority-owned enterprises, improved market inclusion, control over income, leadership, women’s engagement in on- and off-farm economic opportunities, male engagement and inclusive rules and norms.
  • Leading and/or supporting the implementation of gender and social inclusion considerations into studies and assessments to identify constraints and opportunities to women’s empowerment, gender equity, and inclusive development to ensure equitable benefits
  • In collaboration with Technical Leads and other program staff, support the identification of strategic partners and develop partnerships to pilot and/or scale up innovative approaches to improve gender equity and social inclusion
  • Collaborating internally and externally to synthesize, share and apply learning methods that promote gender equity and social inclusion; and create greater opportunities for inclusive participation
  • Providing technical advice and training to program staff and partners related to gender equity, women’s empowerment, and social inclusion, including in the design of pilots and interventions, identification and selection of partners, implementation, and monitoring and evaluation
  • Supporting the MEL Advisor to plan the collection, analysis, and reporting of relevant data, including reporting on all sex, ethnicity, and age disaggregated data. Ensure that gender and social inclusion outcomes and impacts (intended and unintended) are captured and reflected
  • Helping facilitate a culture of Collaborating, Learning and Adapting (CLA) by leading gender equity and social inclusion “pause and reflect” sessions to take stock of progress and learning around gender, social inclusion, and women’s empowerment approaches. Document and share out learning
  • Representing the program at relevant conferences, stakeholder and donor meetings as appropriate
  • Maintaining a close working relationship with Winrock’s Senior Gender and Social Inclusion Adviser, embedded within the AGILE Team at HQ to share learning, troubleshoot, and gain access to broader resources, tools, and support
  • Other relevant tasks as required

QUALIFICATIONS AND BACKGROUND:

  • Education:
    • Bachelor’s degree (or equivalent) in Sociology, Anthropology, Gender or Women’s Studies, International Development, or another relevant field
  • Work Experience:
    • 7+ years of experience in International Development (preferably in Climate Change Adaptation/Mitigation/Resilience sector), including at 5+ years of experience in Gender Integration or Gender Mainstreaming
    • 3+ years of experience working with FCDO (previously DFID)
    • In-depth knowledge of gender and other social inclusion considerations (constraints and opportunities) in project sector and main actors in the project sector
    • Experience with FCDO-funded programs implementing gender and socially inclusive approaches and tools
    • Demonstrated experience with qualitative research methods, including leading gender and social inclusion analysis, strategy development, and implementation of gender-sensitive workplans
    • Demonstrated experience advising on gender and youth-sensitive monitoring, evaluation, and learning activities
  • Skills:
    • Excellent facilitation skills, including proven ability to lead the design and delivery of participatory training and capacity building activities on gender and social inclusion
    • Demonstrated strong writing and oral presentation skills
    • Fluency in English and excellent communication skills (written and verbal)
    • Excellent leadership, problem solving, teamwork, interpersonal skills
    • Willingness to travel throughout Bangladesh
    • Demonstrated experience working independently
    • Ability to plan, implement and monitor project activities
    • Ability to communicate and work effectively with a wide range of counterparts
