PURPOSE:

This position is to provide technical support for a project to be implemented in one of our locations in South Asia. This project aims to achieve the enhanced enjoyment of SRHR for vulnerable adolescent and youth girls (aged 10-24) in select communities in Dinajpur and Netrokona Districts, Bangladesh, by improving both the delivery and use of gender-responsive SRHR services for adolescent and youth girls. The focus of this position is to establish Gender sectoral standards for program quality, strengthen monitoring and evaluation, technical support for project implementation including gender capacity assessment and training for project staff and partners and supporting gender mainstreaming in all the project activities.

The SRHR and Gender Technical Advisor will work closely with WR Bangladesh, the Project Manager, and the Transformational Development team to ensure integration of gender transformative approaches to health & nutrition programming. This person will develop, strengthen, and support comprehensive and tangible gender equality strategies and action plans. S/he will also facilitate gender quality capacity building for field teams and contribute to project knowledge management and learning related to gender equality. S/he will provide high quality technical support to work with field teams and active participation in Canada-based gender technical sub-teams.

This role will support project staff on integrating gender in project planning, implementation, evaluation, and reporting as per institutional donor guidelines. The position will provide guidance, mentorship and capacity building coaching and training to project and local NGO partner staff where needed and extrapolate learnings that can be shared more widely internally and with the public. Experience with programs or projects funded by the institutional donor including field experience is highly preferred. The person is expected to work closely with World Renew Bangladesh and the Transformational Development team on measuring and evaluating gender-focused project results for timely monitoring and reporting. S/he will also participate in and contribute to knowledge management, learning, and public engagement activities related to the project.

This position will be hired based on funding that has been approved yet pending its materialization.

ESSENTIAL DUTIES AND RESPONSIBILITIES

A – Gender integration in project planning, monitoring and reporting

  1. Project Start-up: Develop, integrate and implement gender equality strategies and FIAP approaches in each stage of the project’s life cycle, ensuring overall coherence, technical quality, and measurement through the projects’ performance measurement framework. This will involve travel to Bangladesh for at least one week during the first few months of the project.
  2. Training Project Staff: Within the first year of the project, contribute to training of all project staff, in collaboration with local partner’s gender staff in Bangladesh, on essential gender components of the project, including adolescent sexual reproductive health and rights (SRHR) programming, addressing harmful gender norms, enhancing SRHR autonomy of adolescent and youth girls, and addressing barriers to adolescent SRHR. Provide ongoing mentoring, coaching and technical support to of the field-based gender staff and focal persons as may be required.
  3. Monitoring, Evaluation and Learning (MEAL): support project MEAL staff to ensure tracking and monitoring of gender-sensitive project indicators and outcomes, particularly with regards to gender indicators, initiatives and activities. Support on gender-sensitive data collection and advise on project baseline and midline evaluations. Monitor developments in the sector and field to develop and refine program models and identify new research opportunities.
  4. Program Support: Participate virtually and in-person in quarterly program management team meetings, support in development of and gender integration in annual work plans and goals
  5. Reporting: Work with project staff, particularly the Project Manager and MEAL Officer, to collect gender data, provide gender analysis of project outcomes/results and ensure gender equality outcomes/results, progress, challenges and details are incorporated into Quarterly reports from partners/parties to project reports to GAC, as well as internal reports of World Renew Bangladesh and World Renew Canada

B – Gender Technical Advisory, Capacity Building and Quality Assurance

  1. Lead the development of project gender strategy, tools and templates for communicating the importance of gender justice in a way that builds community support for the empowerment of adolescent and youth girls, engages men and boys, prevents gender-based violence, and promote the full realization of adolescent health rights for SAY SRHR project.
  2. Provide direct technical guidance, coaching and training support to staff and partners in Bangladesh in integrating gender lens in SRHR programing in project planning, implementation and reporting, ensuring compliance with donors gender requirements.
    1. Collaborate with Asia Regional Team’s PSEA and safeguarding coordinator to ensure PSEA compliance.
  3. Work closely with WR Bangladesh, partners, the Project Manager, and WR’s Global Gender Advisor the Transformational Development team to ensure integration of gender transformative approaches to health & nutrition programming. S/he will provide high quality technical support to work with field teams and active participation in Canada-based gender technical sub-teams.
  4. Minimum of two international trips to Bangladesh, one in the first year and another midway through the project, for programs for gender capacity building, and/or competency development in grant management.

C- Project learning, Documentation and Innovation

  1. Support Bangladesh project team and partners in the design, testing and evaluation of innovations to advance gender equality in the context of SRHR interventions.
  2. Distill learnings and evidence generated into programmatic guidance and learning materials pertaining to gender and SRHR for project and partner staff.
  3. Participate in World Renew’s Gender Working Group and Gender Community of Practice to share learnings and best practices, as it pertains to the SAY SRHR project.
    1. Represent World Renew at relevant international conferences, symposia, and other gender-focused forums to showcase lessons and successes from SAY SRHR and related projects
  4. Stay up to date on trends and best practices in gender transformation and adolescent SRHR, and share best practices throughout World Renew particularly project staff.
  5. Develop learning materials pertaining to gender and SRHR for project and partner staff.
  6. Work with the PE team, specifically Senior Advisor of Justice Rights and Gender Equality to develop documents, webinars, articles, social media posts and other materials.

D. External Representation

  1. Work with the Transformational Development team, specifically Senior Advisor of Justice Rights and Gender Equality to develop documents, webinars, articles, social media posts and other materials related to the grant.
  2. Perform other duties within the grant project as assigned.

QUALIFICATIONS

  • Commit to World Renew’s mission, vision, and values.
  • Proven experience in in advancing gender equality, establishing gender sectoral standards for program quality, and gender transformative approaches in program design, implementation and management, particularly government-funded projects or SRHR projects.
  • Familiarity with relevant national and international gender equality frameworks and conventions such as Canada’s Feminist International Assistance Policy and the PSEA.
  • Knowledge and experience with Gender Analysis tools and methodologies, Results Based Management.
  • Gender mainstreaming technical experience and understanding of intersectionality with its implications for gender equality.
  • Excellent organizational skills with the ability to prioritize
  • Strong analytical skills with the ability to conduct gender analysis and gender assessments.
  • Successful track record in measuring and evaluating gender-focused project results for timely monitoring and reporting.
  • Demonstrated experience providing guidance, mentorship, capacity-building and technical support to field staff and local partners on gender analysis, program designs, planning, implementation and reporting.
  • Proven communication and interpersonal skills in a multicultural work environment.

  • Fluency in written and spoken English is required. Fluency in a second language such as Bengali is an asset.
  • Ability to travel internationally to Bangladesh.

EDUCATION AND EXPERIENCE

  • Bachelor’s Degree required in Gender and Development studies required, or related gender-focused discipline. Master’s Degree preferred.
  • A minimum of 7 years international experience in gender programming, with a minimum 5 years’ experience in gender policy work, capacity development, design, implementation and management of grant funded development projects with gender as a main focus.
  • Professional experience in international development is required, field experience preferred, with demonstrated experience in gender equality and social inclusion
  • Experience working with faith-based groups on issues related to gender equality/women’s empowerment is preferred.
