Gender Research Specialist – Tunisia/Libya At CESVI – Cooperazione e Sviluppo Onlus

WORK CONTEXT

CESVI has been operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays CESVI is one of best positioned NGOs in Libya, active in the coordination of various sector working groups – in particular protection – with a diverse donor portfolio, serving all vulnerable target populations.

In detail, CESVI has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision and support to CSO. This includes centre-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at local level.

– EU: Strengthen the capacity of CSOs and informal groups in the South and East of Libya

– AICS: Al Saha: Improving health services and psychosocial support for children in Libya (Sebha and Kufra)

– EU: Youth-centred dialogue for promoting peace and justice in Libya (country-wide)

JOB DESCRIPTION

The collaboration will start in April 2023.

The main duty station will be the Country Office in Tunis or Remote work (to be agreed with the selected candidate), with an average 50% of the contract duration in the relevant Cesvi field offices in Libya. The field deployments will depend on, vary, and will be adapted to visa imperatives, program needs, and security conditions. Good-faith cooperation from the collaborator in this matter is strongly required and will be vigorously monitored.

CESVI’s most recent EU funded project, “Youth-centred dialogue for promoting peace and justice in Libya” is due to commence in April 2023. The first year of the project is focused on generating evidence and understanding of gender dynamics at local level to guide programming for the following two years of the project. CESVI is seeking a Gender Research Specialist to design and implement a Youth-led approach to enhancing understanding of social norms and gender roles in Libya through evidence-generation. The aim is to create dialogue sessions/stakeholder consultations across the Libyan national territory (West, East, South) to inform interventions in the second phase and will lead to the production of a qualitative research piece of gender attitudes and practices in Libya, to be disseminated to relevant stakeholders.

Working in collaboration with local CSO’s the Gender research Specialist will support the training of young people from the targeted communities to lead on community-level consultations and dialogue sessions as part of the evidence-generation, ensuring that generating knowledge is locally led. It is envisaged that the research will be almost entirely qualitative–focused utilizing KIIs and FGDs. However, it is the role of the Gender Research Specialist to advice/develop other quantitative-based tools may also be adopted.

Key tasks and responsibilities

– In coordination with local actors, design a gender-sensitive methodology to collect data on attitudes, behaviors and practices during community-level consultations and dialogue sessions.

– Utlizing a participatory design process, develop survey tools and protocols, ensuring gender-senstitivity.

– Lead the development and implementation of research plans.

– Train CSO/enumerators for effective data collection with particular emphasis on how to mobilise community dialogue around sensitive themes like gender.

– Provide individualized technical assistance and strengthen local partner capacities to use implementation research tools, use a variety of data collection methods, and help them succeed in using implementation research.

– Lead the organization and facilitation of regular learning workshops to interrogate, synthesize, and apply research data and findings.

– Assist local partners in facilitating refresher trainings with enumerators to inform and implement adaptations to data collection recommended from learning workshops.

– Lead the analysis of research findings.

– Advise the project team in the application of evidence to refine and tailor activities planned for years two and three of the project.

– Produce a report of the findings of community consultations to be and made available externally and can feed policy dialogue.

– Provide an oral presentation of finding to stakeholders.

– Provide regular research updates to the supervisor as to status, current and emerging issues, including the any adaption to research methods required.

– Other tasks as identified by the supervisor to support the project research.

Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA

Ensuring Safeguarding measures are implemented within their area of responsibility

ESSENTIAL REQUIREMENTS

  • PhD with 2-4 years of experience or Masters with at least 4-6 years’ experience conducting and leading research.
  • At least 5 years’ experience in gender studies, with at least two years’ experience conducting relevant research in developing countries, with a preference to the MENA region.
  • Demonstrated technical expertise working on complex field-based research studies in humanitarian or development settings.
  • Demonstrated experience in leading your own research and publishing own research materials.
  • Demonstrated skills in data collection and analysis
  • Experience building the capacity of local stakeholders, with the ability to train others and transfer technical knowledge and skills.
  • Experience providing technical assistance in research to individuals who may not have had research experience.
  • Experience ensuring culturally sensitive approaches to research in settings where gender and gender equality are sensitive and not well accepted.
  • Ability to work in diverse cultural contexts with sensitivity to, and respect of, cultural norms.
  • Adaptability and able to manage competing demands or change approaches to best fit a situation.
  • Flexible and able to deal with frequent change, delays, or unexpected events.
  • Experience in remote management and training
  • Self-motivated, able to take initiative, resilient and able to work independently.
  • Capacity in networking and build effective partnerships with local stakeholders.
  • Excellent communication skills, particularly in writing
  • Strong interpersonal and communication skills and ability to facilitate a collaborative environment among colleagues and stakeholders to promote effective coordination.
  • High level of IT skills (Office package)
  • Fluency in English required, Arabic is highly preferable.

Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
