A. About Asian Disaster Preparedness Center
ADPC is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with all key stakeholders.
Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner.
ADPC develops and implements cross-sectoral projects/programs on the strategic themes of risk governance, urban resilience, climate resilience, health risk management, preparedness for response and resilient recovery. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender and diversity, regional and transboundary cooperation as well as poverty and livelihoods.
Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks

B. Department Introduction:
The Geospatial Information Department supports stakeholders to increase their uses of geospatial technology, data, and information for supporting decision making related to disaster risk management and climate resilience. The department supports all thematic areas of focus of ADPC to achieve their goals, mainly through:
- Increased accessibility and technical capacity to develop, maintain, and use geospatial information including disaster and climate risk maps, forecasted and real-time disaster data for early warning, and damage data for post-disaster assessment and recovery planning,
- Increased awareness by decision makers on applications of geospatial information in disaster risk management and climate resilience decision making, and
- Geospatial solutions, such as maps, tools, models, and data, customized to the demands of stakeholders
SERVIR-Southeast Asia (SERVIR-SEA) is a 5-year project, co-created by USAID, NASA, and ADPC, to address disaster and climate resilience as well as environmental issues in Southeast Asia. SERVIR-SEA’s objective is Expanded and Scaled Climate Actions by using Satellite Data and Geospatial Information in Decision Making, which will be achieved through the following outcomes:
- Regional platform(s) strengthened and/or established for accelerating, scaling, and/or sustaining adoption of data and information
- Increased investment from diversified partnership with stakeholders to support the development and use of data and information
- Increased accessibility of data and information
- Strengthened capacity of Stakeholders to use data and information
Gender Equity and Social Inclusion (GESI) is an important cross-cutting outcome of the SERVIR-SEA project. The project seeks to deepen its development impact while: 1) ensuring that activities do not exacerbate or perpetuate gender and other social disparities; 2) reducing those disparities where possible; and 3) empowering women, girls, and members of traditionally disadvantaged groups. To integrate GESI into the project’s activities and outputs, ADPC is seeking a qualified Gender Specialist to work primarily on the SERVIR-SEA project, while supporting other gender related activities of the GEO department and ADPC as a whole, when requested by the supervisor.
C. Statement of Intent:
The Gender Specialist leads all the activities related to gender equality of the project SERVIR-Southeast Asia while supporting the Geospatial Information Department’s overall gender related activities. They will be working closely with the project’s Vulnerability and Impact Specialist, focusing on helping the project achieve its GESI outcome. In addition, the Gender Specialist will regularly interact with communications Specialist, Monitoring, Evaluation, and Learning Specialist, Capacity Development Lead, and the SERVIR-SEA Thematic and Service Leads. The intent is to integrate gender equality and social inclusion into all aspects of the project.

D. Key Responsibilities:
Program Responsibilities:
- Review and lead an implementation of the Gender and Inclusive Development Action Plan (GIDAP) for the SERVIR-SEA project
- Work hand-in-hand with the Vulnerability and Impact Specialist of SERVIR-SEA to carry out activities under the cross-cutting outcome of SERVIR-SEA to mainstream GESI into service design and delivery. This will include but not be limited to co-develop a guidance note for leaving no one behind across the services.
- Make a plan for integrating gender equality into each of the SERVIR-SEA themes (services), including but not limited to, flood and drought anticipatory actions, air pollution monitoring, land cover change monitoring and forest conservation
- Implement the gender equality plans, while regularly maintaining dialogues with each of the thematic leads (service leads) of SERVIR-SEA
- Enhance and expand the Gender Equality Monitoring tool (possibly integration with the X-Ray tool), with support from the Web Developer, the Vulnerability and Impact Specialist, the Communications Specialist, and the Chief of Party of SERVIR-SEA. This will include providing expert suggestions and identifying suitable gender indicators to ensure that the tool is comprehensive and effective in measuring the impact of gender mainstreaming efforts across the SERVIR-SEA themes (services).
- Develop case studies on the gender integration into SERVIR-SEA themes and services, for sharing widely
- Represent the SERVIR-SEA team in all the communications, meetings, workshops, and exchanges related to gender equality with the other SERVIR hubs, NASA, SERVIR Support Team, USAID, and USAID projects
- Periodically review the existing gender equality and social inclusion analysis report of SERVIR-SEA and update it appropriately
- Work with the Monitoring, Evaluation, and Learning Specialist to track performance and evaluate achievements according to the gender indicators of SERVIR-SEA, as well as collecting data and evidence to support them
- Work with the Communications Specialist of SERVIR-SEA to write human-centric success and impact stories related to gender equality
- Work with the Capacity Development Lead of SERVIR-SEA to empower women and girls to explore STEM fields
- Work with the Director of Geospatial Information (GEO) department to build women leadership and gender champions in SERVIR-SEA and the GEO department overall and create a working environment that gives equal opportunity regardless of gender
- Strengthen existing and create new relationships with gender organizations, at the regional and national levels
- Provide technical supports to the Geospatial Information Department on training courses, workshops, and other capacity-building activities in the planning, delivery, and follow-up, as needed
- Travel as needed to countries in Southeast Asia to coordinate the implementation of activities related to ADPC programs.
Corporate Responsibilities:
- Support and work with the ADPC gender advisor on gender-related activities of ADPC
- Provide technical inputs in developing training courses, workshops, and other capacity-building activities of ADPC
- Represent ADPC in meetings/workshops/events, as requested by the Director, Geospatial Information
- Conduct training and seminar to enhance internal capacity of ADPC staff
- Proactively support the ADPC’s Gender and Diversity Working Committee
- Participate in technical and management meetings related to ADPC programs
- Find external opportunities and develop projects for ADPC

F. Qualifications:
Required Qualifications and Specifications
The Gender Specialist will have the following minimum qualifications:
- Advanced Degree in Social Science, International Development, Public Policies, or Public Administration – with an emphasis on gender studies;
- Minimum 5 years of professional experience at an international level in the role of a gender specialist;
- Demonstrated experience on mainstreaming of gender consideration into project design and delivery as well as policies and actions;
- Experienced in developing gender equality strategies and implementation plans;
- Exemplary English writing and editing skills (writing samples/writing test will be requested)
- Experience working with or supporting USAID or USAID projects on gender equality considered favorably;
- Knowledge of subjects related to SERVIR-SEA such as Disaster Resilience, Climate Resilience, or Environmental Science considered favorably;
- Knowledge of the development context of Southeast Asia considered a plus;
- Work experience in Southeast Asian Countries considered favorably;
- Project / Program management experience will be considered favorably;
- Advanced computer literacy – including presentation software, publishing, and MS Office;
- Experience delivering presentations to large audiences, and important stakeholders, including academia, Government and non-government;
- Willingness to commit to further training and development as required.
G. Reporting and Relationships:
The Gender Specialist will report to the Director of the Geospatial Information Department, while working with all the members of the SERVIR-SEA project, other gender specialists of the global SERVIR hubs, and the gender experts from USAID and NASA. The Gender Specialist will also work with the ADPC Gender Advisor for organization-level gender activities.

The contract duration will be for 2 years.
