Contract Duration and Level of Effort: 2 years knowing that from July 22, 2022 the post will be on Part time basis with 50% Level of Effort

The Gender Specialist will provide technical and operational support for the implementation of upcoming gender and women empowerment projects and as a crosscutting issue across the different thematic areas in the West Bank and the Gaza Strip, with a specific focus on supporting the She Succeeds and NORAD programmes. In General, this includes ensuring gender equality mainstreaming throughout projects considering the specific context of West Bank, Gaza, and Jerusalem. Further, the incumbent will support gender equality strategies and facilitate gender equality capacity strengthening for partners and staff through orientation and training sessions and/ or tool development. The post holder will be responsible for providing technical inputs in programme design, technical assistance for project implementation, needs assessments, and capacity building of Save the Children (SCI) and partner staff.
The post holder will also ensure delivery according to the Country Strategic Plan and the existing response strategy and in line with Save the Children Common Approaches and globally endorsed recommendations.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions:
The oPt Country Office (CO) operates in a highly complex context with multi-member interest. The CO has an annual budget of around $17m, and approximately 75 staff.
KEY AREAS OF ACCOUNTABILITY:
Key Area 1: Programme Development and Strategic Planning

• Support the implementation of gender equality mainstreaming of the Palestine Country Strategic Plan (CSP) including identification of interventions, engagement, and development in the key thematic areas identified within the CSP.
• Lead in the development and the implementation of the gender mainstreaming plans as part of the Country Annual Plans.
• Contribute to the development and growth of Save the Children’s gender equality and women empowerment portfolio by working together with Programme Development and Quality (PDQ) and operations teams
• Ensure that the above are appropriately reflected in sectoral strategies and programmes to initiate and design high quality, cost-effective, innovative, and sustainable project proposals and concept notes for the sector in line with the identified strategic direction.
• Integrate gender analysis and gender mainstreaming in emergency preparedness plans and humanitarian actions.
• Support the Head of New Business Development to analyse donor priorities and proactively seek information on potential donor sources; support during the identification of institutional funding opportunities and help developing/maintaining contacts with potential donors, partners, and key technical agencies.
• Develop concept notes and proposals to mobilize resources to ensure adequate funds are available for programme activities and allowing for development of new activities.
• When necessary and under the supervision of the line manager, work closely with donors and partners to develop response strategies to address new crisis or emergencies of the affected population.
• Analysing successes of current gender programming and embed lessons learnt and gender transformative approaches to new and existing programing.

Key Area 2: Programme Quality
• Ensure the programme quality of Save the Children’s programming within the country office is scrutinized through a gender lens using various tools from design to evaluation.
• Provide guidance, advice, and as required trainings to project managers involved in delivering projects focusing on appropriate approaches and methodologies; conceptual and practical frameworks; standards and tools for effective and quality delivery of gender equality programmes.
• Facilitate the continuous assessment and analysis of gender equality needs within the project areas and within the country.
• Work collaboratively with other sectors on ways to integrate gender with other programmes, where relevant, in order to maximize impact for children and families.
• Conduct gender marker for each new opportunity and ensure that the gender marker is used and is followed up during implementation and monitoring.
• Conduct regular visits to the field offices to coordinate with field managers and senior field staff.
• Lead the development and implementation of relevant and sustainable capacity building strategy for field and area teams on gender equality in coordination with the operations teams.
• With the RMRM and Awards Management Unit, ensure reports to donors are of the highest quality, that there is alignment between the narrative and financial, and that they are submitted in a timely fashion.
• Ensure recognized international best practices, national guidelines, policies and standards, and Save the Children policies and standard approaches are applied in all of our gender related work.
• Analyse and provide feedback on programme implementation to ensure gender equity and adequate child participation, integrated approach and efficiency.
• Ensure gender mainstreaming and considerations in emergencies and in Humanitarian Response Plans and project sheets.

Key Area 3: Monitoring, Evaluation and Accountability
• Work with the MEAL team to develop M&E and indicator tracking plans for all grants, inputting into the development of additional M&E tools as necessary to monitor project progress.
• Work with the MEAL team to ensure appropriate, timely, and accurate data collection at all programmatic levels against agreed indicators to enable both internal and external reporting.
• Work with the MEAL team to identify and incorporate project suitable accountability mechanisms.
• Gender Equality quality benchmarks.
• Using the Gender checklist to monitor gender equality considerations in the different programs.

Key Area 4: Staff Management, Mentorship, and Development
• Identify relevant learning and training needs of SC staff and its partners.
• Develop and provide a robust capacity building plan and support, based on proper needs assessment.

Key Area 5: Representation, Advocacy & Organizational Learning
• Contribute in shaping broader sector strategies through active participation in inter-agency coordination forums, ensuring the specific needs of children and women are being addressed. This may involve representing Save the Children in inter-agency forums.
• Document lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
• Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organizational strategic objectives, and turn these into action.
• Contribute to organizational level programme policy, innovation, learning or representation initiatives in consultation with relevant internal stakeholders.
• When requested, represent the CO at relevant groups, conferences and workshops.

In order to be successful you will bring/have:

QUALIFICATIONS
• Advanced degree in Gender studies or / and Gender Based Violence (GBV), Social Science, International Development, or 8 years work experience in relevant technical field.

**EXPERIENCE AND SKILLS
Essentials **
• At least 5 years of experience in gender, GBV and women empowerment with Master Degree or 8 years experience with Bachelor’s Degree.
• Experience and knowledge of Gender in humanitarian aid context.
• Demonstrated experience in designing projects that are gender sensitive or transformative.
• Experience in the implementation of relevant gender audits, assessments and analysis.
• Basic ability to analyse relevant information, process and present them to technical and non-technical audiences evaluate options, and think and plan strategically.
• Advanced interpersonal and communication skills including team leading and influencing.
• Experience in capacity building and training of local communities.
• Practical experience in training and/or facilitation of groups and strong participatory facilitation skills.
• Strong communication skills at a level appropriate for high level external representation and ability to tailor communications to different audiences.
• Developed writing skills and demonstrated skills in developing programmes that are adapted to local contexts and target audiences.
• Good knowledge of monitoring and evaluations systems and approaches for gender support.
• Ability to communicate clearly, concisely and persuasively, including the ability to advocate for and explain difficult gender issues.
• Ability to write clear and well-argued assessment and project reports.
• Excellent written and oral communication skills in English.
• Commitment to Save the Children values and Child Safeguarding.
• Proficient language skills in Arabic and English
• Experience in working in the Palestinian context.

Desirable:
• Field experience in several, diverse acute emergencies as well as protracted crisis settings.
• Experience of designing and managing major donor projects and understanding of donor compliance.
• Good working knowledge of and experience in using the inter-agency standards and guidelines in Inter-Agency Standing Committee (IASC) Gender handbook and IASC GBV in humanitarian settings.
• Good familiarity, networking and working relationships with relevant organizations.
• Experience in representing an organisation in the coordination mechanism in emergency contexts.
Strong skills in coordination and the ability to work effectively with a range of stakeholders, including gender clusters and partners.
