Tetra Tech International Development (International Development Jobs – Tetra Tech) is currently accepting expressions of interest from qualified candidates for a potential Gender, Youth, and Social Inclusion (GYSI) Advisor position on an anticipated USAID-funded program in Egypt.
Position Description/Summary:
USAID/Egypt is in the process of designing a new multi-year climate change adaptation activity to support the Government of Egypt (GOE) to enhance climate readiness through improved resilience planning and management within the water and wastewater sector. Specifically, this activity seeks to enable resilience of water and wastewater utilities by supporting a set of complementary activities that will achieve the following objectives:
Objective 1: Improved evidence-based policymaking for water and wastewater utility resilience;
Objective 2: Improved implementation of adaptation strategies at selected governates; and
Objective 3: Increased awareness about climate change in selected communities.
Reporting to the Chief of Party (COP), and in coordination and collaboration with other project staff, the GYSI Advisor will provide expertise to ensure that the USAID/Egypt Water Resilience Activity interventions enhance the inclusion of women, youth, Indigenous Peoples, LGBTQI+ peoples, people with disabilities, and other marginalized groups in strengthening climate resiliency of the water and wastewater sector. The GYSI Advisor will be responsible for providing expert guidance and technical support and ensuring the inclusion of GYSI considerations across all project interventions. The Advisor will collaborate with various stakeholders to develop and implement strategies, approaches, and activities to empower marginalized groups.
Responsibilities:
* Provide technical guidance, resources, and tools to integrate GYSI into all interventions of the Water Resilience Activity, aligned with key USAID policies, priorities, and best practices;
* Lead GYSI analyses to identify barriers and opportunities and develop strategies for addressing them;
* Develop and promote strategies to engage and empower women, youth, and other marginalized groups;
* Ensure that the project is applying the “Do No Harm” principle, proactively identifying risks and unintended consequences for women and other marginalized groups;
* Ensure that GYSI considerations are adequately addressed in project deliverables, including annual work plans, quarterly and annual reports, and other technical products;
* Provide ongoing GYSI capacity strengthening to project staff, partners, and grantees through training, coaching, and mentoring, identifying persistent challenges and ways to address them;
* Support the development of tools to collect quantitative and qualitative data to track GYSI-related indicators and learning questions; and
* Provide regular reports on progress toward GYSI outputs and outcomes and recommend corrective actions as needed.
Minimum Qualification Requirements:
* Minimum master’s degree in gender studies, international development, women’s studies, sociology, or other related disciplines;
* Minimum of eight (8) years of progressively responsible experience mainstreaming GYSI in development programming;
* Prior experience with GYSI on USAID-funded programs is desirable, including knowledge of USAID’s gender and youth policies and frameworks;
* Demonstrated experience conducting GYSI analyses, assessments, and/or evaluations, including experience with qualitative data collection and analysis;
* Strong interpersonal and communication skills to effectively engage with diverse stakeholders and facilitate discussions on sensitive topics;
* Professional proficiency in English and in Arabic is required; and
