General coordinator (F/M) – Romania At Médecins du Monde

For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM recently conducted a fact-finding mission in the neighbouring countries of Ukraine to assess the needs of people displaced by the conflict. MdM is starting operations in Poland, Moldova and Romania to support refugees for a better access to healthcare.

TASKS AND RESPONSIBILITIES:

Under the supervision of the desk manager, you have the responsibility to represent Médecins du Monde in Romania and to supervise the running of operations in their different components (programmatic, human resources, logistics, finance and security-related aspects).

Your main responsibilities are the following:

Mission management

  • Ensure the registration of the mission in Romania
  • Implement internal procedures and policies
  • Define the operational and advocacy strategy
  • Identify adequate means for the smooth running of the programmes
  • Develop budget forecast and monitor expenditure and budget compliance on a regular basis

Security

  • Ensure a national security plan is updated and implemented
  • Ensure the management of security incidents
  • Monitor the security situation
  • Report to the desk manager and the rest of the team on any security incident or dangerous development
  • Ensure all staff are briefed on security and adhere to security rules and procedures
  • Validate staff travels

Representation

  • Ensure negotiation and signature of the necessary memoranda of understanding with the authorities and partners
  • Ensure regular interaction, information sharing and collaboration with other humanitarian actors in the country
  • Represent MdM, develop and maintain good relationships with the authorities and ensure regular communication with stakeholders at central level
  • Undertake proactive donor prospection and propose alternative sources of funding for discussion with the HQ

Programme design and coordination

  • Monitor the humanitarian situation, define the operational strategy accordingly
  • Analyze the context, develop a network of contacts inside and outside the country
  • Develop and update detailed project action plans
  • Ensure global adherence to the operational strategy and provide guidance to the team
  • Supervise the preparation of project proposals, reports and other documents requested by the donors, ensure their quality and their accuracy

Team management

  • Contribute to the definition of the general organisation of the mission and the organisation chart, propose changes in the structure when needed
  • Ensure briefing and follow-up of teams on security, strategy and policies and code of conduct
  • Facilitate communication within the team and building of team spirit
  • Ensure recruitments are done based on the code of ethics and internal regulations
  • Participate in the revision of job descriptions and recruitment processes

Communication

  • Ensure visibility and communication on the programmes are in line with the strategy
  • Be the spokesperson for MdM in Romania with local and international media
  • Report regularly and share information with the desk manager through monthly situation reports.

CONDITIONS OF EMPLOYMENT:

  • Status : Employee
  • Contract : Fixed-term contract
  • Duration : 6 months
  • Starting date: July 1, 2022
  • Gross monthly salary: 3 175 euros
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Housing allowance
  • Tuition/Schooling allowance (from 3 years old)
  • Living allowance (per diem) for the accompanying member if unemployed and half per diem per child : 475 euros
  • 22.5 RTT (recovery days) per year
  • 5 weeks of paid leaves per year.
  • Health insurance (60% covered by MdM)
  • Insurance (repatriation…)
  • Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite)

SKILLS AND EXPERIENCE NEEDED:

  • At least five years of experience in a similar position in the humanitarian sector
  • Experience in supervision and management of an expatriate and national team
  • Experience in representation with humanitarian actors, authorities and donors
  • Experience in hard negotiations with local authorities and staff
  • Substantial experience in safety and security management
  • Capacity to communicate MdM values and positions
  • Languages: fluent English written and spoken mandatory
