General coordinator (head of mission) (F/M) – Myanmar At Médecins du Monde

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has been operating in Myanmar since 1994. Its main programs deliver comprehensive harm reduction and HIV/AIDS prevention and care, focusing on the most vulnerable groups of drug users (Kachin State), sex workers and men having sex with men (Yangon area).

TASKS AND RESPONSIBILITIES:

Under the supervision of the desk manager at HQ, you manage a range of sites within a given region, ensuring that the programmes meet operational, administrative, financial, human, material and organisational objectives by coordinating and leading a team. You manage a team of 5 expatriates, and more than 150 national staff and 120 community workers.

Your main responsibilities are:

  • Program, plan and implement activities in accordance with 2022-2024 country strategy, coordinate the country strategy revision and the strategic planning
  • Encourage the identification of new partners at all levels, ensure progressive hand-over of MdM activities to partners or health authorities
  • Represent MdM with donors, negotiate proposals for ongoing and new contracts
  • Ensure proper use of allocated funds, reporting to donors, yearly budget construction and review and ensure that appropriate logistics, administrative and financial structures and procedures are maintained in accordance with MdM rules and donors’ guidelines
  • Define human resources needs in line with operational requirements, support coordinators in their role as managers and directly manage 5 coordinators
  • Ensure technical support to the team by organising trainings and workshops and using MdM resources, linking with technical department at HQ
  • Represent MdM France during local, regional, national and international meetings and events
  • Be responsible for security management, update the security guidelines and ensure a constant watch and analysis on contextual geopolitical and security issues
  • Supervise timely and quality proposal and report submission to donors, submit mission coordination reports to HQ

CONDITIONS OF EMPLOYMENT:

  • Status : Employee
  • Contract : Fixed-term contract
  • Duration : 12 months
  • Starting date: 1 November 2022
  • Based in Yangoon with regular field visits
  • Gross monthly salary: 3 525 euros
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered

  • Tuition/Schooling allowance (from 3 years old)
  • Living allowance (per diem) for the accompanying member if unemployed and half per diem per child
  • 22.5 RTT (recovery days) per year
  • 5 weeks of paid leaves per year.

  • Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite)

SKILLS AND EXPERIENCE NEEDED:

  • Master’s level degree
  • Public health background or medical background is a plus
  • At least 5 years’ coordination experience in development/humanitarian context
  • Past experience in human rights and/or HIV/harm reduction related interventions is appreciated
  • Past experience with Global Fund and/or USAID funds is a strong asset
  • Languages: English (written and spoken) mandatory
