For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
MdM has recently conducted a fact-finding mission in the neighboring countries of Ukraine to assess the needs of people displaced by the conflict. As a result of this mission, MdM has made the decision to start operations in Romania to support Ukrainian refugees and existing highly vulnerable populations in Romania to have better access to healthcare.
TASKS AND RESPONSIBILITIES:
Under the supervision of the desk manager based at HQ, you are responsible for the overall management of the Romania mission. In particular, you ensure that programmes meet operational, administrative, financial, human, material and organisational objectives. You lead the implementation of the activities, while supervising security and safety.
Program design and coordination
- Monitor regularly the humanitarian situation in Romania and define the operational and advocacy strategy in the country, in close collaboration with HQ
- Ensure global adherence to the general strategy by the team
- Analyze the context, develop a network of contacts inside and outside Romania
- Develop a detailed project action plan for program and support services
- Supervise the preparation of project proposals, reports and other documents requested by donors
Mission management
- Ensure the registration of the mission in Romania
- Implement MdM procedures and policies (procurement, cash, HR, etc)
- Identify adequate means (HR, logistics, finance) for the smooth running of programs
- Develop budget forecast and monitor expenditure and budget compliance
Security
- Ensure a national security plan is updated and implemented
- Be responsible for the management of incident management team
- Monitor the security situation and ensure reporting to the desk manager and the rest of the team on any security incident or dangerous development
- Ensure all staff are briefed on security and adhere to security rules and procedures.
- Be responsible for the validation of staff travels
Team management
- Define the general organisation of the mission and the organisation chart
- Ensure briefing and follow-up of the team on security, mission strategy and MdM’s main policies
- Maintain good inter-team communication, engender good team dynamics
- Participate in the revision of job descriptions and in the recruitment process for your team
Representation and communication
- Develop and maintain good relationships with authorities and ensure the negotiation and signature of the necessary MoU with authorities and partners
- Ensure regular interaction, information sharing, and collaboration with other humanitarian actors in Romania (UN agencies, INGOs, local NGOs), especially with other medical organizations
- Undertake pro-active donor prospection and propose alternative sources of funding for discussion with HQ
- Be the spokesperson for MdM in Romania with local and international media, in coordination with HQ
- Ensure that the level of visibility and the public messages on the programs are in line with MdM strategic position
CONDITIONS OF EMPLOYMENT:
- Status : Employee
- Contract : Fixed-term contract
- Duration : 6 months
- Starting date: 15 December 2022
- Gross monthly salary: 3 175 euros
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)

- Living allowance (per diem) for the accompanying member if unemployed and half per diem per child
- 22.5 RTT (recovery days) per year

- Teleworking agreement for positions eligible to telework: 110 days/year (2.5 days teleworking on average per week) with a minimum of 1 day per week onsite

SKILLS AND EXPERIENCE NEEDED
- Extensive experience in a similar position in the humanitarian sector
- Experience in supervision and management of an expatriate and national team
- Experience in representation with humanitarian actors, authorities and donors
- Experience in hard negotiations with local authorities and staff
- Substantial experience in safety and security management
- Experience in managing medical programs is an asset
- Knowledge of national and regional strategies and donors
- Excellent knowledge of Microsoft Office environment
- Languages: English is mandatory (oral and written)
