A five-year initiative to support the Government of the Republic of Mozambique’s efforts to decentralize governance and thereby improve delivery of public services at central, provincial, district, and/or municipal levels. LOGOS will engage with subnational government entities to strengthen their effectiveness, transparency, and accountability; and to improve service delivery in health, education, and WASH sectors in targeted geographic areas. LOGOS’ key objectives include:

  • Strengthening economic governance of targeted Mozambican institutions;
  • Building the service delivery capacity of targeted subnational governments; and
  • Accelerating resilient, broad-based economic growth in targeted subnational territories.

1. Objectives of the assignment

The GEYSI Specialist will provide technical programmatic support to ensure smooth implementation and ensure GEYSI is incorporated in all elements of the program. The GEYSI Specialsit will principally support GEYSI activities in the technical field office team but will also engage in activities related to knowledge management, communications, governance and other various tasks. S/he will work with all the technical leads and target community members/stakeholders. S/he will have strong community mobilizing skills. The Gender Equity, Youth, and Social Inclusion (GEYSI) Specialist will be based in Pemba, Cabo Delgado, Mozambique, and report to the Deputy Chief of Party based in Maputo. The GEYSI Specialist will work closely on a daily basis with the Provincial Manager and Senior Advisor – Conflict Analysis, both based in Cabo Delgado. This is a local hire position and applicants must have the legal right to work in Mozambique.

2. Tasks & Responsibilities

The GEYSI Officer’s tasks and responsibilities include but are not limited to:

  • Oversees program-wide interventions under Activity 1.5.3 to strengthen meaningful participation of women, youth, faith-based communities, and marginalized groups.
  • Works with the Senior Advisor – Conflict Analysis and DCOP – Technical to refine program wide strategies for addressing social barriers faced by women- and youth-led organizations in all target provinces (Cabo Delgado, Nampula, Zambezia).
  • In coordination with the project team, conduct a preliminary assessment to capture relevant current data on the needs, constraints, and priorities of vulnerable populations.
  • Provide insights and define interventions for key gaps and needs pertaining to gender, gender based violence, and mainstreaming gender equity to include in the project work plan.
  • Works with the DCOP and other project team members to continually assess the Northern Mozambique context and adjust activities accordingly.
  • Conduct GEYSI training for LOGOS staff as well as programmatic stakeholders.
  • Provides response to USAID for GEYSI requests.
  • Strengthen GEYSI integration by proposing required adaptation based on analysis of disaggregated MEL data (qualitative and quantitative), recommendations and inputs gathered from the GEYSI team, other team members, and key stakeholders.
  • Support the development and implementation of GEYSI-related trainings to build capacity of LOGOs staff, municipal staff, communities, and partners.
  • Identify opportunities to integrate GEYSI considerations and principles in local government structures, performance measurement processes, policies, plans, enforcement and oversight mechanisms, and budget allocations.
  • Design interventions that address GEYSI disparities and create opportunities for women and other marginalized groups’ meaningful leadership and participation in governance sectors.
  • Work with field staff to track GEYSI performance in participating municipalities and with service providers and grantees to track GEYSI performance in implementation.
  • Participate in periodic reviews of progress under the Work Plan and adapt plans and activities as appropriate in collaboration with other team members.
  • Develop and maintain effective working relationships with donor agencies, local implementing partners (including grant recipients), and other stakeholders.
  • Contribute to good, frequent, and direct communications between the project’s Maputo office and the regional offices.
  • Coordinate closely with communication team to make sure GEYSI initiatives are promoted and highlighted.
  • Other duties assigned by the DCOP or COP.

3. Qualifications

  • University degree in a relevant field such as gender studies, international development, or sociology required, advanced degree preferred.
  • Minimum 8 years of relevant professional experience in GEYSI related areas. GEYSI, governance, community mobilization experience, preferably with international donor-funded organization.
  • Prior experience developing GEYSI analyses and/or other GEYSI-related deliverables, and in addressing GEYSI-related issues on USAID-funded projects.
  • Prior experience in report writing, especially under USAID contracts, and development of dissemination.
  • Prior experience documenting findings and recommendations in assessment or evaluation reports.
  • Excellent organizational and time management skills with the demonstrated ability to handle multiple tasks simultaneously and deliver necessary inputs on time.
  • Good grasp of monitoring, evaluation and learning as well as communications functions.
  • Relevant experience working on USAID-funded programs in a related role preferred but not required.
  • Demonstrated sensitively when engaging with GEYSI topics.
  • Technical experience exposure in governance programs is highly desired.
  • Strong computer skills (MS Office suite) preferred.
  • Excellent written and verbal communication skills required. Interpersonal skills are also important.
  • Fluent Portuguese and English required.
