GFP Institute Deputy Director At Generations For Peace

1. Purpose of the Position:

Reporting to, guided and directed by the GFPI’s Director, and in close liaison with other members of the GFPI’s staff, the Deputy Director’s role is to develop, facilitate, and report on the strategic direction of policy research of the Institute, its quality and impact, as well as the growth of local and international research collaborations and engagements with a variety of Institute’s stakeholders in different fields. This position provides an invaluable opportunity to be immersed in and affect policy research development, thus support the overall effectiveness and impact of Generations For Peace Institute as well as the Generations For Peace.

2. Responsibilities:

Policy Research and Policy Advocacy

  • Leads the policy research and advocacy units, with overall responsibility for their performance and for directing and managing their staff.
  • Advises GFPI Director on, and then develops and implements policy research proposals and executes advocacy strategies and initiatives to advance the Institute’s policy research agenda.
  • Advises GFPI Director on, and then influences research development and implementation through policy-making, resource allocation and stakeholder engagement.
  • Advises GFPI Director on, and then establishes and maintains strategic partnerships and relationships, serving as a liaison to policy research stakeholders and policy makers.
  • Advises GFPI Director on, and then monitors status of emerging policy research initiatives and reforms in the field.
  • Leads, in close cooperation with the policy research staff, on design, conduct, and coordination of policy research, reports and analysis, and production of internal and external communications including policy briefs/analysis, fact sheets, releases, reports, and others.
  • Leads, in close cooperation with the policy research staff, the GFPI’s thought-leadership strategy, which should build both internal influencing capacity as well as define and pursue core organisational influencing priorities. Develops, adapts, and integrates the innovative policy advocacy approaches and opportunities that promote GFPI’s work, leverage the expertise, and ensure overall GFPI’s positioning and credibility
  • Develops and disseminates standards, tools, quality assurance for policy research data collection.
  • Liaises with GFP’s Institutional Learning Department Director on policy research results and knowledge and learning capture, management, and dissemination.
  • Liaises with GFP’s Communications Director on policy research results information dissemination including content adaption and identification of communication targets, channels, etc.

Development

  • Provides expert consultancy and assistance to other organisations in the policy research within peacebuilding/conflict field. Responds to the calls for tenders for research/evaluation work, to generate income for the Institute; raise exposure and profile of the Institute; and bring experience through engagement with other researchers.
  • Refines the funding model and lead the business development process for policy research, including identifying opportunities, gathering, collecting, and curating technical and financial information and resources for high-quality proposal development

Management and Administration

  • Leads the project management, planning, budgeting, execution and evaluation of policy research programmes and activities, and support delivery of events for the Institute.
  • Manages staff, oversees workload management, prioritises and schedules activities and directs the allocation of work to meet tight deadlines for multiple different programmes, activities and events.
  • Builds capacity of GFPI staff.
  • Leads on personnel recruitment processes in policy research and advocacy areas, leads efforts to attract talent, and carries out performance evaluations of GFPI staff.

Influence and Representation

  • Represent GFPI’s at major events. Attend conferences, meetings, and briefings, writing summary reports as necessary.
  • Network and recommend strategic partnerships to advance GFPI’s policy research agenda, creating quality linkages between GFPI and partners.

5. Education, Qualifications, Competences, Skills Required:

Essential:

  • Master’s degree in the demography, social science, public policy, international development, economics, or a related field.
  • At least nine years’ progressive experience in a relevant position or transferable contexts.
  • Strong leadership and motivation skills, with at least five years in managing direct reports.
  • Strong organisational skills with proven ability to perform in a high-energy environment, with a flexible and enthusiastic approach to work, including the thoughtfulness to work effectively with others in a collaborative workplace. A “can do” attitude, and a willingness to “roll-up sleeves” and manage own and the times of direct reports.
  • Proven success in tracking performance against project objectives, reporting on outcomes, analysing data to contribute to continual adaptive management of implementation.
  • Proven success in previous responsibility in managing budgets.
  • Excellent communications skills in a multi-cultural environment, both consensus development and interpersonal. Confidence and enthusiasm when communicating to external partners and internal teams in both formal and information presentations. Experience in public speaking and working with academic institutions, foundations, not-for-profit organisations.
  • Excellent spoken and written English, and in particular top quality written English communications.
  • Technologically skilled (documents/spreadsheets/databases/surveys/presentations); up-to-dated with new technology and new media/social media for communications.
  • Cultural sensitivity and understanding of different interpretations of communications approaches in different global, regional, and local contexts.
  • Demonstrated understanding of global current affairs, conflict resolution and peace building, and international development.

Preferred:

  • PhD degree in a relevant discipline.
  • Knowledge of Arabic is an advantage.
