Job Description

SNV is seeking a dynamic and pragmatic professional to drive SNV’s excellence in contracting and procurement. The Global Contracting and Procurement (C&P) Advisor brings best practices into SNV and provides in-house advice to (senior) management on contracting, procurement and related donor compliance topics in projects, at country (where most of SNV’s procurement happens), global team and corporate level. They maintain and improve SNV’s C&P policy and systems infrastructure.

This position requires travel to SNV countries to build and maintain relationships with relevant stakeholders and provide quality and audience-appropriate support and training. The Contracting and Procurement Advisor is part of SNV’s Global Compliance Team, based in The Hague.

Responsibilities

  • Oversees, develops and maintains SNV’s C&P Policy area, accompanying guidance and tools to ensure efficient, competitive, transparent and compliant contracting and procurement practices across the organisation
  • Advises on, and supports, SNV’s C&P (systems) infrastructure at corporate level for application in SNV countries and global teams’ operations
  • Supervises and defines C&P quality assurance standards and controls for corporate and project life cycle processes
  • Provides proactive backstopping support to SNV global, country and project teams, including on compliance requirements, specific procurement and contracting processes
  • Provides specialist advice on suppliers, consultant and partner contract templates and contracting processes at key moments during the project cycle, from proposal design to project closure
  • Based on evidence from support to projects, countries and global teams, identifies risks as well as systems and process improvements, proactively develops and implements solutions to ensure ongoing excellent C&P at SNV
  • Based on their expertise, understanding of relevant risks as well as the learning and evidence generated through their support as well as ensures effective learning between project, country and global team colleagues
  • Leads on the design and delivery of audience appropriate capacity development on contracting and procurement for SNV staff and partners
  • Oversees the work of colleagues providing C&P support to SNV global teams
  • Build the capacity of the C&P community of practice by developing and delivering audience appropriate trainings, webinars, guidance documents, etc.

· Actively keep informed of C&P requirements, practice as well as donor related developments and advises SNV (senior) management on C&P and risk mitigation on this topic.

Qualifications

· Master’s degree in public procurement, law, international relations, commercial engineering, other relevant field or equivalent by experience

  • At least seven years of relevant and demonstrable experience working on contracting and procurement in an international development cooperation context
  • Solid knowledge of SNV’s key donor requirements (such as Dutch Ministry of Foreign Affairs, UK Department for International Development, European Union, Swedish and Swiss Development Agencies) as applied to contracting and procurement
  • Demonstrable experience of supplier contract management
  • Experience of Business Development and managing international development projects is desired
  • Excellent analytical and writing skills, conceptual thinking, financial literacy and analysis
  • Willingness and ability to travel to SNV operating countries
  • Ability to work independently, draw on external networks, provide pragmatic advise and translate ‘contracting and procurement language’ to a non-specialist audience
  • Team player, good facilitator and an excellent communicator in English. French Language proficiency is desired
  • Familiarity with SNV’s leading sectors: Agriculture, Energy and Water is also desired

Additional Information

Contract Type:Dutch employment contract for one year, with possibility of extension. Expected Start Date: 1st August (negotiable)
