Background

Established in 2005, the Global Health Cluster (GHC), under the leadership of WHO, works to minimize the health impact of humanitarian and public health emergencies through predictable, effective, and accountable health action. Comprised of 56 international member organizations, the GHC platform strengthens global, regional and country capacities for humanitarian health action, engages in collective and coordination field operations and advances the evidence base and practice in preparing for, responding to, and recovery from acute and protracted humanitarian health crises. The GHC’s overall objective is to provide strategic and technical support to Country Health Clusters [1]. This work is guided by the Global Health Cluster Strategy 2020-2023, which addresses 5 Strategic Priorities:

1. Strengthen the coordination, technical and operational capacity of national, regional, and global level actors to prevent, prepare for, respond to and recover from public health and humanitarian emergencies.
2. Strengthen inter-cluster and multi-sector collaboration to achieve better health outcomes
3. Strengthen our collective and respective health information management and use
4. Improve the quality of health cluster action
5. Strengthen Health Cluster advocacy at local, country, regional and global levels.

Regarding the third objective, “Information Management improves the capacity of stakeholders for analysis and decision making through strengthened collection, processing, interpretation and dissemination of information at the intra and inter-cluster level.” (IASC Guidance note). Information Management plays a critical role in Health Cluster coordination to ensure that the planning and implementation of the cluster response effectively address gaps, avoids duplication, and is comparable and delivered on time to affected populations.

To ensure the relevant information related to humanitarian and public health emergencies is provided to key stakeholders at the right time in a usable form to facilitate situational understanding and strategic decision-making, it is essential that the Health Cluster has a dedicated, full-time, experienced Assessment and Analysis Officer based in the GHC Unit. The GHC Assessment and Analysis Officer will work closely with the GHC Information Management Officer and the WHO Health Emergencies Programme Department of Health Emergency Information and Risk Assessment (and other WHO departments), Country Health Clusters and global stakeholders to increase the capacity for analysis and assessment through the implementation of the GHC Information Management Task Team work plan and strengthening the collection, analysis, interpretation, and dissemination of information requirements for effective coordination as per IASC guidance.

[1] Currently, 28 Country Health Clusters supporting the health needs of approximately 66 million people.

Presentation

The purpose of the consultancy is to support the Global Health Cluster (GHC) Information Management Unit on tasks related to day-to-day country-level support for the Public Health Information Services (PHIS) with a focus on Assessment, Analysis and Monitoring and will report to the GHC Information Management Officer Team Lead (IMOT), working in collaboration with the other

members of the GHC IM Unit (the Training Specialist and the Assessments and Analysis Specialist).

Specific Duties

· Assist the GHC IMOT in supporting active clusters in PHIS and HPC IM: data analysis, a compilation of graphs/tables, development of infographics and products as identified and prioritized through the PHIS quarterly updates. Focus on “quick fixes” and if identified “virtual deployment” to support standards being met: GHC PHIS Dashboard

· Track all indicators being collected, monitored and reported on by active clusters to further the development of the GHC indicator guidance

· Coordinate with GHC IMOs and IM Task Team on focus of assessment and analysis to ensure complementarity of efforts;

· Provide backstopping support for the GHC focal point(s) on global initiatives such as the JIAF and the Grand Bargain.

· Help coordinate support requests from the field, particularly those related to the HNO process (e.g. PiN calculation and application of intersectoral PiN calculation methodologies), this might include direct support or directing requests to the most appropriate individual within the GHC Team

· Where necessary support in the analysis of secondary data, with a health lens.

· Support the Assessments and Analysis Specialist leading in the systematic review of the 2020 HNOs and revised Health Cluster PIN guidance for 2022

· Develop presentation materials and reports as and when requested.

· Assist the GHC in the technical writing, compilation of graphs/tables for any ad-hoc publications and internal reporting.

· Other relevant tasks as assigned by supervisor

Requirements

Qualifications required:

Essential: An advanced university degree in a relevant field of studies such as a Master’s in Public Health, Social Sciences, Statistics, etc with experience working on public health in humanitarian settings or seven years working in Public Health.

Experience required:

· Minimum 5 years of professional experience in a relevant field with an emphasis on humanitarian health response in acute and protracted contexts.

· Experience in assessment and data analysis, particularly in humanitarian settings, knowledge of data visualization good practice is an added advantage.

· Experience with the IASC Cluster Approach and demonstrated understanding of the Health Cluster at global and country level.

Desirable:

· Experience of alternative coordination mechanisms for humanitarian health action (including outbreaks)

· Experience in coordination of multi-stakeholder activities.

· Experience in the revision and development of technical and policy guidance for humanitarian health action and/or health-enhancing sectors.

Skills / Technical skills and knowledge:

· Strong analytical skills and capacities.

· Strong verbal and written communication skills and attention to detail.

· Strong interpersonal skills.

· Experience with data management

Language requirements:

Expert level of English and French, both oral and written. Arabic and Spanish are highly desirable.

Working Conditions

PLACE OF ASSIGNMENT

The consultant will be home-based

The consultant will be required to be able to be in communication with GHC IMOT through e-mail, Skype, phone, and other means of communication. Continuous access to a stable, high-speed internet connection is required.

The position is home-based with the agreed fee.

NO expatriate package is provided.

Travel costs and Daily Subsistence Allowance are provided when on mission, as indicated in iMMAP policies.

TRAVEL

Travel to Geneva or the field is not anticipated during the initial phase of this consultancy but may be required in the future.
