JOB BRIEF

The Global Human Resource Manager will lead the development, delivery, and coordination of human resource (HR) services in USIP’s field offices worldwide. The Manager will be a vital member of the Office of Administration Leadership Team and will work closely with the HR Operations team and country and regional programs to deliver services to our field offices and staff. This position will be based in Washington, DC, and report to the Managing Director of Human Resources.

The Manager will coordinate a range of HR capabilities for deployment to our field offices. These capabilities include all aspects of international HR, such as policy & procedures, recruiting, employee relations, country-specific guidelines, and guidelines for office start-up, maintenance, and shut down.

The Manager will matrix with existing HR Operations staff, including working with the Director, Leadership, and Talent Development to design and implement learning and development strategies for international staff.

TARGET SALARY RANGE Grade 14 – $126,000 – $130,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

General Global HR Management:

  • Collaborate with senior management to develop policies and procedures, ensuring legal and regulatory compliance for country
  • Partner with appropriate USIP Centers to establish guidelines for international staff classification, identifying standards as appropriate for equity and efficiency while maintaining flexibility for local market
  • Provide guidance to international managers and staff on Human Resource related matters, including hiring, onboarding, separation/termination, performance evaluations, recruitment, benefits, employee relations, and organizational
  • Work with HR Operations staff to ensure proper administration of contracts, compensation, benefits, and staff
  • Oversee annual performance evaluations, including the development of job descriptions, salary scales, and salary / benefit market
  • Encourage a workplace environment that values teamwork and fosters collaboration, acknowledges and rewards staff contributions, and develops strategies to enhance synergies between field offices and headquarters, ensuring effective management and leadership
  • Serve as subject matter expert for local labor laws across global staff, partner with local office personnel to interpret labor laws as well as USG regulations to ensure compliance with HR policies and practices
  • Collaborate with other USIP teams in crisis management as primary HR contact for medical, security, or other emergency needs.

QUALIFICATIONS

  • BS in Human Resource Management, Business Administration, Organizational Psychology, or a field relevant to Human Resources (advanced degree highly desirable).
  • Ten plus years of experience in international HR with at least eight years leading international HR operations and successfully coaching and managing country managers and sta Previous work in a global Non-Profit environment and familiarity with Donor funded Projects preferred (USAID, DoS, DoD).
  • Culturally astute (extensive foreign travel is highly desirable).
  • Proven record of success in developing and maintaining effective working relationships and partnerships with diverse stakeholders, with a functional understanding of diversity, equity, inclusion and justice challenges and solutions.
  • Prior success in creating strong and effective international HR practices and services that are responsive to organizational needs and
  • Proven track record of establishing relationships and providing guidance to field-based staff across various countries
  • Solid working knowledge of best practices in all global HR functions, including international recruitment, onboarding, benefits, compensation, employee relations, learning, and
  • Thorough understanding of country-specific employment laws as warranted
  • Consummate team player with a strong problem-solving mindset, energetic and proactive with a commitment to continuous
  • Strong written, oral, and interpersonal communication
  • Ability to travel internationally up to 25%.
