Candidates can be based in any country in which they have the legal right to live and work and where HelpAge is able to employ and pay them legally. Where we do not have a country office in that location, we will seek to identify a host employer where possible.

The Organisation

HelpAge International is entering into an exciting phase of its evolution as we fundamentally transform what we do, how we do it and how we are organised. Driven by our commitment to the localisation agenda, we are evolving the way we partner and deliver value at the country and local level. In the coming three years, we will localise our country offices and programmes, and develop new and diverse forms of partnerships globally.

We seek to give primacy to local agents for change. To this end, we will replace all programmes delivered by HelpAge staff and resources on the ground with implementation by partners. This will apply across all our work -humanitarian and long-term development. Going forward, our value is framed around supporting, convening and thought leadership.

A keyway of creating value and bringing impact is collaborating across boundaries and by bringing different perspectives, skills and talent together. We will deliver our work through agile teams and a global operating model, with regional roots, to focus on impact and maintain the relationships at the national level to help build collaborations and support others to set their own agendas.

Department and team

The Global Impact Department contributes to the 2030 Strategy as follows –

· To achieve positive impact on well-being, dignity and the voice of older people by inspiring a movement for change, through implementing the strategic approach of support, convene and thought leadership.

· Leading, advocating and partnering on initiatives that support and transform systems, challenge attitudes and social norms, and influence laws, policies and practice at national, regional and global level

The four focus areas for the teams are Inclusive Humanitarian Action, Healthy Ageing, A society for all ages and Income Security. Each of these portfolio teams works together and separately.

The role

As Global Rights Policy Adviser you will work with all portfolios to – **

· Provide advice on issues relating to the rights of older people and ensure these are considered in the design and management of all programmes.

· Provide policy advice in formulating and reviewing national policies or ratification of new laws to ensure that these are age inclusive from a rights perspective.

· Develop and disseminate articles, papers and think pieces on rights and programming practices supported by research and data from across the portfolios related to improving the lives of older women and older men.

· Engage and influence UN system, mulitlateral and bilateral agencies, the UN-open-ended working group on Ageing with network members and partners to promote the rights of older people.

· Produce strategic positions, policies, approaches and guidance on Rights and older people to inform advocacy on ageing within HelpAge and across the sector.

· To provide technical support and thought leadership to joint civil society initiatives campaigning for a new convention on the rights of older persons, including the Global Alliance for the Rights of Older People (GAROP)

· Support improved Monitoring, Evaluation and Learning on Rights from across the portfolios and the sharing and utilisation of related information, data, learning and evidence across the network.

· Develop the capacity of HelpAge staff, partners, and network members through training (including coaching and mentoring), developing tools, training materials, webinars and guidelines that promote the rights of for older people.

· Identify and develop new financial opportunities and programmatic partnerships to increase the impact of the programmes

Let’s talk about you

You will be someone with:

· Experience in working for a rights-based movement and organisations.

· Degree in related field or equivalent in experience in social movement building, rights- based programming in development/humanitarian contexts or private sector settings

· Knowledge and understanding of the rights of older people in a humanitarian contexts

· Demonstrable skills and/or experience in conducting thorough analysis, research, report writing and dissemination of information to a broad range of audiences.

· Demonstrable skills and/or experience in working with or influencing decision-makers, national governments, or international institutions (eg. UN agencies, Ageing platforms at national, regional, and global level)

· Demonstrable skills in public presentation and speaking

· Experience in capacity building, development of tools and guidance to promote the rights of older people.

· Substantial experience in all aspects of Project Cycle Management

· Proven ability to work collaboratively and dependably with colleagues and in a way that encourages experimentation, learning and agency

· Experience in one of HelpAge’s regions of operation – LAC, Africa, Eurasia & Middle East, Asia Pacific is desirable
