Job Purpose

The Global Roving Logistics Manager will undertake short-term deployments, up to 6 months, to different NRC country operations. The assignments are based on requests from NRC’s Country/Regional Offices.Sh/e will have the responsibility of ensuring that the logistics set up in the respective country office is according to NRC’s standards, and support programme/project implementation.

NB: Should there at any point be a situation where the staff has taken all accrued leaved and R&R, and in the unlikely event of no new mission lined up, the ERS reserves the right to task the staff with tasks relevant to the skills of the staff. These tasks may either be performed in Head Office, or in a location agreed.

What you will do:

Generic responsibilities

The Logistics Manager is overall responsible for:

  1. Ensure that country set up comply with Logistics Handbook, NRC policies and donor requirements
  2. Implement NRC’s logistics systems and procedures
  3. Training and support of line managers and staff with logistical responsibilities
  4. Management of the logistics team
  5. Ensure anti-corruption focus in procedures and trainings
  6. Establish filing systems/archives according to NRC standards in all offices
  7. Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
  8. Provide regular analysis and reports
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  1. Ensure the timely delivery of logistics support services to all NRC COprojects
  2. Assist in logistics budget preparation and follow up and manage allocated budget lines
  3. Development of formalized in-country logistics policy documentation in line with NRC Global procedures
  4. Support on and develop relevant logs training including coaching of newly recruited senior Logistics staff in all Area Offices (AO)
  5. Oversight and coordination of market analysis by logistics staff to support project modality decisions with analysis of the functionality and accessibility of markets local to target populations.
  6. Setup key performance measures for all aspects of logistics activities and regularly review them against actual performance.
  7. Close and regular communication, coordination and planning with all logistics and program heads in all NRC AO
  8. Directly assisting and contributing to program and project design, including budget development.
  9. Provide audit and control checks to the AOs to ensure compliance to the logistics handbook

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • An undergraduate university degree in a relevant field of study.
  • Minimum 5 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
  • Advanced knowledge and expertise in logistics
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Experience of data collection, analysis and report writing
  • Knowledge of market analysis tools and approaches
  • Knowledge and skills in market assessments, analysis and cash-based interventions
  • Knowledge about own leadership skills/profile
  • Fluency in English and French or Spanish, both written and verbal
  • Valid driver’s license

Additional Information:

Duty Station: Global Roving

Travel: Up to 75%

Duration of contract: Fixed term 24 Months

Grade 9 in NRC’s grading structure

Reports to: Head of Emergency HR (overall reporting) and Head of Support during regular Country Office deployments (during deployment)

Provides supervision to: Defined per deployment
