Job Summary:

You will coordinate with supply chain staff (mainly procurement) at HQ and in-country in support of the delivery of high-quality programming to the poor and vulnerable. Your knowledge and experience will allow you to successfully coor dinate specific aspects of procurement and purchasing activities, as well as some broader departmental system tracking and analysis needs, to help ensure stewardship, integrity, transparency, and accountability.

  • Fulfill key procurement support tasks, as needed, including coordination of posting tender documents on CRS.org as well as external sites, receiving bids from suppliers and disseminating those bids to appropriate staff members. Coordinate with various departments to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services. Provide pricing information to assist budget holders with budget preparation.
  • Manage the requisition and payment process for goods and services (including consultants) for Global Procurement and GSCM at large.
  • Maintain correspondence and constant contact with suppliers to follow up on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications.
  • Monitor and analyze supplier payments and resolve issues as needed.
  • Plan and coordinate (with STAR KML, as needed) project leadership and communities of practice activities and learning events, including working with vendors, management of logistics, and session design and facilitation.
  • Lead the coordination, with GSCM KML, in the development and management of myCRS (SharePoint) and Microsoft Teams sites for the team(s) supported by the position.
  • Develop, coordinate, and review reports and presentations for Departmental and Agency Leadership as well as requesting departments, stakeholders and external sources, as needed.
  • Conceptualize and execute research and quantitative and qualitative analysis related to inform departmental and agency process and strategy. Develop recommendations for the appropriate departmental/agency response.
  • Assist the department in SCM module management with Oracle in order to make sure the data in our system is accurate and up-to-date. Identify areas of concern in data and transactional trends.

Basic Qualifications

  • Bachelor’s Degree in Business Administration or other relevant degree.
  • Minimum of 3 years work experience in procurement/purchasing management, logistics, administration, preferably with an international organization.
  • Good knowledge of various donor procurement regulations (e.g. USAID, EU, UN)
  • Knowledge of international and national procurement regulations and local market conditions.
  • Knowledge of contract terms, as well as a proven ability to successfully complete purchase orders against specifications.

Required Languages – English (required)

French, Spanish and/or Arabic (preferred)

Travel– include percentage of required travel, if applicable. Could be stated as Must be willing and able to travel up to 10%.

  • Good negotiation, communication, and relationship management skills

Preferred Qualifications

  • Professional certification a plus.
  • Proficient in MS Office package (Excel, Word, PowerPoint). Experience with database management systems (e.g. MS Access) highly desirable.
