The Anka Jiko project in Mali, funded by USAID and implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech) , wishes to recruit 9 interns in the field of governance. These positions are open for the Bamako office and for the districts of Sikasso, Bougouni, Kolondieba, Yanfolila, Kadiolo and Koutiala, the project’s intervention areas.

Job Description: The objective of USAID Anka Jiko is to improve the quality of water and sanitation service delivery by improving local capacity for sustainable infrastructure governance in the targeted districts. To achieve its objectives, the project plans to build several types of water and sanitation infrastructure (drinking water system for consumption, water system for agricultural production and sewage sludge treatment plants) divided into three cohorts:

* Cohort 1: at least 20 drinking water systems and 9 gardens in 20 municipalities,

* Cohort 2: 30 drinking water systems and 14 gardens in 40 municipalities,

* Cohort 3: 5 sewage sludge treatment stations in the main towns of USAID Anka Jiko.

To contribute to the good governance of water and sanitation infrastructure, USAID Anka Jiko has planned to recruit nine (9) young finalist or graduate students to carry out internships under the governance component. The general objective is to recruit 9 interns in order to contribute to strengthening the professionalization of young people in water and sanitation professions in terms of governance and to facilitate their integration into the professional world, and also to create a potential of human resources that the institutions of the intervention zone could employ or solicit.

The internship is scheduled to last 9 months, starting in January 2025.

Reporting to the Governance Sub-Component Managers and the Planning, Management and Community Engagement Coordinators, as well as the MEL Manager, the young interns will be distributed by locality as follows:

* Bamako: 1 intern

* Sikasso: 3 interns (distribution possible, but to be confirmed: Sikasso office, Regional Council, Intercommunity Kéné Syndicate of Sikasso)

* Bougouni: 1 intern

* Kolondieba: 1 intern

* Yanfolila: 1 intern

* Kadiolo: 1 intern

* Koutiala: 1 intern

NB: Candidates should indicate their preferred choice of locality of assignment as mentioned above, although the USAID Anka Jiko team reserves the right to make adjustments.

Responsibilities:

The tasks expected of the interns are as follows:

Participation in the production of videos: Produce at least one video (or other material/support) for learning or related to behavior change, in terms of governance or community engagement. For example, the themes are: project management, the role of STEFI.

Participation in the production of film debates/listening clubs: Participate, with the coordinators, in the organization of film debates/listening clubs in which the video content is presented to the communities (Cohort 1 and Cohort 2) and followed by a lively and robust discussion on discussion topics promoted by the video.

Participation in monitoring and evaluation, analysis, capitalization, research: Contribute to analyses, capitalization or research for USAID Anka Jiko. Provisionally, the topics are: citizen engagement, the status of implementation of Community Action Plans, VSLA (Village Savings and Loan Association) and private connections, synthesis of negative norms identified, analysis of the use of social media, the status of community feedback and the sustainability charter.

Participation in various other activities: Participate in ad hoc trainings and stakeholder engagement, including: training on PSA development, training on contractual arrangements for Cohort 2 municipalities, community-level trainings and engagements with AUEPs, VSLAs and CGPMs (including for SAA activities, general awareness discussions (based on trainees’ videos), trainings on roles and responsibilities, and other routine engagements focused on community satisfaction with water service delivery or use of gardens), participate in other stakeholder engagements such as extraordinary CROCSADs, quarterly inter-community meetings, financial monitoring committee sessions and learning committee activities.

Contribution to the application of the SIGMA database (subject to confirmation): Assist municipalities in filling in the SIGMA database, and interacting with the system’s stakeholders (STD, municipalities, villages) to contribute to its sustainable functionality.

Qualifications:

The candidate must have:

* A Bac+3/Bac+4/Bac+5 level diploma in social and human sciences (History-Geography, Geography, regional planning, decentralization, Geodesy, Cartography, Project management, Monitoring-evaluation, Sociology, Educational sciences, Environment, Local development), Communication, or any other related field.

* Having basic knowledge in the areas of decentralization, mapping, monitoring and evaluation, governance in local authorities and local development is an asset.

* Excellent interpersonal skills, including patience, diplomacy, good listening skills and respect for colleagues.

* Fluency in written and spoken French is required; fluency in English is preferred.

* Being a national or resident of the area where the internship will be carried out is preferable.
