This position will be based in Bamako, Mali to support an anticipated USAID funded program.
Job Description:
The anticipated 5-year program is funded by US Agency for International Development (USAID). The goal of the program is to support strengthening local governance and civil society.
The Governance Specialist will be responsible for collaborating with local government actors to improve local resource mobilization, build the capacity of local governments for management and investment, and support policy reform for further fiscal decentralization.

Qualifications and Skills:
- Bachelor’s degree in social sciences, public administration, public financial management, or otherwise related to the scope of work
- At least 10 years of demonstrated technical expertise in local governance including in Mali or similar contexts.
- At least 5 years of demonstrated experience in a technical leadership position
- Fluency in French is a requirement, English is preferred

Blumont is looking for a governance specialist in Mali. The program planned for five (5) years will potentially be financed by the United States Agency for International Development (USAID). The objective of the program is to support the strengthening of local governance and civil society.
The governance specialist will be responsible for collaborating with local government stakeholders to improve the mobilization of local government resources, strengthen their management and investment capacities and support policy reform with a view to greater great fiscal decentralization.
