Organizational context:
Our client is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian & development projects around the world. Mandated as a central resource of the United Nations, they provides sustainable project management, procurement & infrastructure services to a wide range of governments, donors & United Nations organizations. With over 7,000 personnel spread across 80 countries, our client offers its partners the logistical, technical & management knowledge they need, where they need it. Our client in Sri Lanka:
Our client has supported Sri Lanka’s development since 1998, expanding operations in 2005 to support the post tsunami response & reconstruction process. Within the organization’s mandate in project management, infrastructure & procurement, our client in Sri Lanka implements customized socio economic development projects that benefit vulnerable people & develop national capacities. Achievements in Sri Lanka include the development of sustainable & climate resilient infrastructure, procurement services & capacity building & project management in education, fisheries, roads, health, water supply systems, flood control & sanitation & integrated solid waste management sectors. They work closely with government counterparts & communities to ensure increased ownership, sustainability & accountability of projects. Key projects in Sri Lanka include the technical project management support for the maternal & newborn health care strengthening project in Matara district, Sri Lanka funded by KOICA.
Our client in Sri Lanka also facilitated over $22 million worth of procurement of COVID – 19 protection equipment & services in partnership with the World Bank, the government of Japan & the United Nations multi partner trust fund.

Project information:
Our client has signed an MOU with an intergovernmental organization called SACEP (South Asia Cooperative Environment Program). SACEP is implementing the WB funded PLEASE project in South Asia. Our client signed a Project Agreement with SACEP (South Asia Co-operative Environment Programme) on 9 June 2022. In accordance with the agreement, they will provide implementation support & advice to SACEP in implementing the Plastic Free Rivers & Seas for South Asia project (PLEASE).

Under the direct supervision of the Grant Management Specialist, the incumbent will support the SACEP PIU & provide technical assistance in implementation of the component 1 of PLEASE project, especially in activities listed below:

Grant management:
Support the Grant Management Specialist & SACEP PIU in shortlisting (including technical evaluation, feasibility evaluation, assessment of ToC, underlying assumptions, extended outcomes, capacity of grantees to deliver).
Support the Grant Management Specialist & SACEP PIU in preparation of necessary documentation related to shortlisted proposals for SACEPS PIU/(s) submission to respective RBG selection committees.
Provide administrative support to the Grant Management Specialist & SACEP & PIU during elaboration of full proposals & coordination with grantees.
Provide administrative support during the the process of proposal evaluation.
Support SACEP & PIU in reviewing grantees narrative reports.
Support preparation of other narrative reports & submitting to SACEP & PIU periodically.

Financial management:
Provide support to SACEP & PIU during review of grants budget & financial reports.
Provide support on financial monitoring of the project, identification of operational & financial problems & development of solutions.
Provide support to PIU & SACEP on n budget reallocation requests from delivery partners or analysis of financial reports.
Provide support in planning, budgeting & monitoring of the portfolio, tracking the use of financial resources.
Provide support to SACEP & PIU in coordination of audit reports & grantee’s financial capacity assessments (due diligences).

Monitoring & evaluation – small grants:
Assist in the active assessment of portfolio performance with a view to assure quality assurance, support the quarterly quality assurance process.
Collaborate with the M&E Specialist in development & maintenance of M&E framework & tools including field monitoring checklists & reporting templates for small grants.
Partner with the M&E Specialist in monthly, midterm & end term progress reviews of small grants & contribute to produce reports to our client, SACEP & World Bank.
Assist the M&E Specialist in compiling the results small grants to be presented in quarterly & annual reports, project dashboards, project web sites & other wider communications across the partner countries & regions.
Ensure regular update to the grant management system reflecting management status & results of small grants.

General support:
Working in close collaboration with PIU / SACEP teams & build collaborative team spirit.
Support / assist the Grant Management Specialist, Senior Program Manager & SACEP / PIU to respond to relevant queries, extract & analyze information accordingly.
Draft inputs such as talking points, slide decks, blog entries & other type of informational / operational demands in coordination with other team members.
Support the Grant Management Specialist in identifying risk, lessons learned & issues.
Perform other responsibilities as required.

Project reporting:
This role works under the direct supervision of the Grant Management Specialist.

Key competencies:
Bachelor’s degree in business administration, project management, economics, social science, development studies, finance, or any other related fields is required.
A minimum of 4 years of experience in international cooperation, project support, operations support, or project management related matters is required.
Demonstrated skills set in dealing with large database spreadsheets.
Demonstrated ability to conduct financial & budget analysis.
Demonstrable exposure to development topics knowledge on grant management.
Demonstrable experience with partnership management & communication.
Experience working with environmental issues such as plastic pollution is desired.
Experience working in the development & humanitarian sector / working with UN, donors, NGOs is desired.
Additional experience of project support functions (finance, human resources, procurement & logistics) is desired.
Strong computer skills, including internet navigation & office applications (Google Workspace / MS Office).
Fluency in English is required.

Team management:
Team management experience is not required for this role.
