About IPV:
IPV is short for Innovative and Powerful Vision (IPV), which originated in Syria in 2016. Beginning as a group of activists, IPV emerged in response to the community’s needs and has been active in Northeast Syria. IPV is a non-profit organization licensed in France, ERBIL, and Northeast Syria (NES). Our work encompasses the Education, Health & Nutrition, Protection, FSL and Early Recovery. We employ integrated approaches to address immediate humanitarian needs and develop the capacity of individuals through our humanitarian programs.
KEY AREAS OF RESPONSIBILITY:
Grant Program Development and Management:
- Assist the Finance Manager in developing, managing, delivering, and promoting the organization’s grants program, ensuring compliance with financial best practices.
- Collaborate closely with program team to strategize and implement the grants stream, ensuring alignment with donor requirements.
- Provide technical and logistical support during the grants review and partner selection process to ensure adherence to policies, financial guidelines, and donor/IPV budget requirements.
Grants Monitoring and Evaluation:
- Contribute to developing and implementing a grant monitoring and evaluation framework, including baseline data collection, and creating M&E strategies and systems.
- Conduct field visits as per the monitoring and evaluation plan.
- Maintain regular communication with grantees to foster cooperative partnerships.
- Develop and maintain a grantee database system for tracking cash flows, reporting requirements, audits, contract deliverables, and budget revisions.
- Assist in preparing progress reports, annual reports, work plans, status reports, and other documents.
Financial Reporting and Management:
- Participate in annual work planning and budgeting for the grants program.
- Review grantees’ financials, perform reconciliation of advances, and ensure accurate record-keeping.
- Assist the Senior Finance Team in producing financial grant management reports.
- Take and distribute minutes of Grants Committee meetings.
- Oversee the contracting process for Grants consultants or service providers, from Terms of Reference to contract completion.
- Facilitate grantee payments and finalize financial reports with finance teams.
- Conduct financial capacity-building training for grantees, ensuring adherence to IPV and donors’ financial systems.
- Issue bank letters and cheques, and release payments after reconciling advances.
- Provide financial oversight and coaching to grantees.
- Maintain and monitor the master payment tracker sheet.
QUALIFICATIONS AND EXPERIENCE:
- At least 2 years of grants management experience, particularly with local or international NGOs. Or BSc/BA in relevant field /
- Financial or business analysis skills.
- Excellent communication skills at all levels.
- Proficiency in Microsoft Office Suite, especially Excel.
- Experience with complex database systems; experience with QuickBooks or comparable grants management software.
- Ability to multitask and work independently and collaboratively to meet deadlines.
- Strong interpersonal skills to work effectively with partners, local NGOs, media, and local authorities.
- Demonstrated success in financial management and program monitoring.
- Proven ability in prioritization and managing competing tasks.
- Ability to handle high levels of pressure and critical decision-making.
- Proficiency in speaking, writing, reading, and presenting in Arabic and English; Kurdish is recommended.
