Yemen is currently facing a complex humanitarian crisis, as the conflict has exacerbated existing chronic vulnerabilities. Consequently, Yemen is considered as one of the worst humanitarian crisis with:
- 20 million of people are in need of aid in Yemen, including 11.3 million in urgent need of humanitarian relief,
- 14 million of people do not have access to health services and 17 million are food insecure.
Currently, MDM intervenes in the Northern and Southern parts of Yemen in the governorates of Sanaa, Amanat Alasima, Ibb, Lahj and Abyan. MDM strategy is based on 2 key axes:
- To provide primary healthcare services, including OPD, vaccination, nutritional care, reproductive health. 16 health facilities are directly supported.
- To provide mental healthcare and psychosocial support (MHPSS) in specific healthcare facilities and via a network of CHVs trained in detection and community awareness-raising.
Job description
Under the supervision of the deputy general coordinator, you support MdM Yemen in ensuring high-quality programming in compliance with donor’s requirements and MdM national and global strategies.
In addition, you are responsible for the communication aspect of the mission and represent the mission in relevant forums.
More specifically, your main responsibilities are the following:
Donor’s proposal management
- Act as the focal person for project development, including tasks distribution, assessing suitability and compliance and facilitating the process in line with mission’s requirements
- Develop, in liaison with the HQ focal person, simple guidance for the mission to follow in resources mobilization – the Go or No Go decision process, donors mapping, theory of change development
- Lead the proposals and concept notes development process in task distribution, setting timelines, writing, reviewing, and compiling in coordination with the deputy general coordinator and the HQ program team
- Ensure the development of high-quality proposals and concept notes in accordance to MdM global and national strategies and mandate
- Lead the writing of non-technical parts of proposals with the support of the deputy general coordinator, while ensuring proper compilation of the different contributions
- Review and advise on all document agreements including and not limited to logframe, workplan, budget, and work in close collaboration with the medical, logistics, HR and finance departments, to ensure consistency among the different components of proposals
- Review the different contributions, share comments with the team to ensure the quality of documents
- Review and ensure that all indicators are SMART and targets realistic, in collaboration with, MEAL team and program team
- Act as the focal point at the mission level for the program support officer at HQ with the support of the Institutional Funding Unit, and consider adherence to donor compliance and guidelines
Donor and internal and external reporting
- Based on HQ grants tracker, ensure good follow-up of the reporting deadlines on a regular basis and share with relevant departments
- Lead and coordinate the donors and internal report writing process in the mission and ensure timely submission
- Lead the writing of non-technical parts of reports with the support of the deputy general coordinator, while ensuring proper compilation of the different contributions
- Collaborate closely with the program, logistics, MEAL and finance departments, to ensure consistency among the different components of the reports
- Act as a focal point for report-related queries and feedback collection from the mission level in collaboration with the program support officer (HQ)
- Lead the preparation of the monthly MdM situation report, and compilation of contributions collected from the different departments
Donor engagement and representation
- Maintain an overview of all donor strategies, requirements, rules and regulations; train the different teams
- Carry out regular donor mapping exercises and identify new funding opportunities in line with the country program’s strategy
- Maintain a database of current and expected calls for proposals
- On request of the deputy/general coordinator, engage with identified donors for potential funding
- On request of the deputy/general coordinator attend meetings with donors
- Support the mission in the organization of external audit or evaluation
- Assist the deputy/general coordinator in donors meetings and preparing talking points
Memorandum of Understanding (MoU) and partnership agreements
- Support the deputy general coordinator and program coordinators in the development of needed operational MoU, partnership agreements or amendments (e.g.: Ministry of Health, UNICEF, other INGO/local NGO or UN agency)
- Ensure proper and effective communication and collaboration with partners when included in a consortium
- Maintain a proper filing system of all partnership, MoU and other agreements on the mission level
- Along with the Program support officer in HQ, coordinate the revision, validation and signature process of such agreements
Communication
- Collaborate with HQ-based communication department and program support officer to develop new internal communications products for the mission including factsheets, snapshots, country profiles, brochures, leaflets, flyers, etc.
- Contribute to the development of communication and visibility strategy for the mission based on MdM brand guidelines and donors requirements
- Train the program and other relevant staff on the communication guidelines, success stories writing, collection of photos and other identified topics that will improve the communication strategy adopted in the mission, with the support of HQ communication department
- Support program visibility and communication initiatives by the collection of images, success stories, and other communications content through regular field visits
- Support program staff in drafting or reviewing various materials such as factsheets, presentations, articles, lessons learned documents, and any other media materials and resources as needed, intended for both internal and external stakeholders
- Develop, maintain, and promote MdM Yemen’s visibility via prior-approved social media platforms, in line with HQ communication department’s guidance
Profile
- Master degree in development, international relations, humanitarian management, social and political sciences, health project management, or any other relevant academic fields
- 2 years of experience in a similar role is an asset
- Experience in writing proposals/reports
- Demonstrated experience in coordinating and preparing strong narrative and financial reports for a variety of donors
- Understanding of donor compliance, knowledge of ECHO and GFFO guidelines would be a strong asset
- Experience in humanitarian and development context is considered as additional asset
- Experience in multi-donors’ budgets
- Training and capacity-building experience
- Excellent level of communication both written and oral
- Good personal organizational skills, including time management, and ability to meet deadlines
- Reactivity, anticipation, adaptability, capacity to take initiatives
- Listening and diplomacy skills
- Team spirit
- Ability to work in unstable and volatile context
- Languages : English is mandatory (oral and written), knowledge of Arabic is an asset

Conditions of employment

- Gross monthly salary: €2,991
- Position is based in Sana’a with regular travels to Aden
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
