Under direction of the Senior Director of Award Management Services, the Grants and Contracts Specialist will assist with award administration of USG, UN, and other donor assistance and acquisition awards. The Grants and Contracts Specialist will be responsible for the compliance aspects of prime and subaward funding mechanisms and modifications (i.e. cooperative agreements, grants, contracts, etc.). The Grants and Contracts Specialist will also work with field and home office staff to ensure compliance with organizational and donor rules and regulations while providing procedural and policy guidance on grants, subawards and procurements and assisting Award Management colleagues with building the capacity of staff in subaward and grants management.

Responsibilities
Provide subaward planning and procurement support to project start-ups and closeouts. Assist with implementing systems and policies that adhere to donor and organizational requirements. Ensure adherence to organizational policies and procedures. Provide support to strengthen systems and processes with the ability to rapidly acquire familiarity with AV policies and funding agency requirements. Assist Award Management colleagues with capacity building support to field staff in all aspects of subaward management. Support Award Management colleagues with interpretations of USAID, USDA ,UN, World Bank and other donor rules and regulations for assistance and award/contract management. Help Award Management colleagues with training for AV staff and field-based grantee staff on donor requirements and ACDI/VOCA policies and procedures. Assist Award Management colleagues with review and input into donor submissions including no-cost extension, waivers, and other approvals and formal communications. Support Award Management colleagues with reviews of contractual documents, including award documents, negotiation memos, budget, scopes of work, solicitation documents (RFA, RFP, RFQ, etc.), for business and legal risks and to ensure compliance with AV and donor requirements. Stay informed of donor rules and regulations for assistance and acquisition awards. Establish and maintain positive working relationships with ACDI/VOCA staff as well as funding agency personnel. Other duties as assigned.

Qualifications
Master’s degree. Additional years of experience will be considered in lieu of advanced degree; plus experience and interest in working international development; relevant experience may be considered. Minimum 4 years’ experience in U.S. government contracts, grants, or finance administration. Experience with USAID, USDA or non-profit/for profit international development organization is preferred. Familiarity with complex regulatory systems preferred. Working knowledge of the Federal Acquisition Regulations and similar procurement regulations. French and/or Spanish language competency desirable. Experience with multi-media applications, PowerPoint, and other Microsoft programs. Demonstrated excellence in oral, written and reading comprehension abilities.
