JOB CONTEXT:
HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations.
In line with HI Iraq’s Operational Strategy, the global objective of HI programming in Iraq is to enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:
Protection: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education, land release and access to victim assistance services;
Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services and support to local stakeholders;
Social Inclusion: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities, and support to inclusive economic practices and interventions.
These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming.
HI Iraq is looking for a Grants and Development Officer for 12 months.

YOUR MISSION:
Under the direct responsibility of the Country Operations Manager, you are responsible for coordinating business development efforts, including proposal writing and donor liaison, and for ensuring an efficient and effective grant management function.
In this framework, your main responsibilities are:

· Proposal Development and Donor Relations :

  • Coordinate proposal development liaising with different departments, scheduling tasks, and providing guidance to relevant staff members to ensure timely and high quality inputs

  • Lead the development of high quality proposals and concept notes in collaboration with Programme teams and Support Services departments, and in compliance with donor regulations and expectations, including logical frameworks, MEAL plan, context and needs analysis, planning, staffing and budgeting
  • Participate in strategic planning exercises and follow up for the Mission and in internal meetings on new project designs
  • Support the Country Operations Manager and Country Director in the management of donor visits and in donor relations and contribute to representation in donor meetings
  • Proactively monitor available funding opportunities and keep up to date on donor priorities and strategies (both for the organization itself as an INGO and for HI’s partners as local NGOs)
  • Map relevant donors’ strategies and priorities, and development initiatives of other organizations (NGOs, UN agencies and government)
  • In coordination with the Development Working Group, support the development and implementation of fundraising strategy and action plans
  • Ensure clear and efficient processes and guidelines for project design and proposal development are implemented, incorporating best practice and lessons learnt **

· Grant Management :

  • Provide support and oversight to the Reporting and Communication Officer, to ensure timely and high quality intermediary and final donor reporting

  • Maintain filing system of all grant management documents in HI’s grant portfolio
  • In coordination with the various heads of departments, monitor implementation of projects to ensure they are in accordance with donor and HI internal regulations
  • Provide technical guidance on HI and donor regulations to ensure compliance within operations, program implementation, and reporting. Raise compliance issues proactively with program staff and the senior staff in relevant departments
  • Keep senior management informed of any projected inabilities to meet contractual obligations, report submission, and liaise with Support Services departments on budget and procurement issues that have implications on donor compliance, such as spend rates, contractual variances and goods disposal. Also, be able to proactively mitigate risks through proposing remedial solutions, such as informing donors or raising timely modification requests
  • Organize regular grant opening meetings and support grant closing processes for all relevant staff members / departments to ensure understanding of the grant’s design across departments and bases, as well as to promote sharing of achievements and lessons learned **

· Field Visits and Capacity Building :

  • Regularly visit field offices in order to work directly with program staff on the development of proposals and to maintain an in-depth understanding of HI’s program activities and operational context

  • Offer training and capacity building support to all staff members of the organization, as well as to HI partners’ staff on program development and reporting, as well as on HI’s program specific documents
  • Supervise the Reporting and Communication Officer in the planning, execution and feedback of his/her responsibilities
  • Support the Country Operations Manager and Country Director and in any other tasks, if required

YOUR PROFILE:
With a degree in international cooperation, you have at least 3 years of experience in humanitarian contexts,
with significant experience in proposal development and grant management.
 You have experience working with and knowledge of donor guidelines/compliance
 You are fluent in English and have excellent communication and networking skills
 You know how to organise and prioritize, coordinate and ensure transfer of knowledge
 Knowledge of the Middle East context is an asset

CHARACTERISTICS OF THE POSITION:
This position is based in Erbil where there is an active social life and most facilities are available. The position
will require occasional travel to the areas of intervention, where HI teams are working in the communities and
service facilities in areas of Kirkuk, Nineveh, Anbar and Basra if visas are issued. The security context remains
fluid and movement restrictions can be introduced on an ad hoc basis.

 12 months International contract starting from 15th May 2022
 The international contract provides social cover adapted to your situation:
o Unemployment insurance benefits for EU nationals
o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o Medical coverage with 50% of employee contribution
o Repatriation insurance paid by HI
 Salary from 2757 € gross/month upon experience
 Perdiem: 517,89 € net/month – paid in the field
 Paid leaves: 25 days per year;
 R&R: 5 days every 3 months
 Position unaccompanied
 Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
 Housing: individual taken in charge by HI
