Chemonics is seeking a Grants and Partnerships Manager for a Senegal-based activity under USAID’s Climate Finance for Development Accelerator (CFDA). The CFDA is in its third year and is a $250 million global initiative to scale up climate investment in emerging markets and developing economies. The Senegal Sustainable Finance Activity (SFA) will be a three-year participation under the CFDA with objectives to: 1.) support USAID Senegal to identify and develop local solutions and partnerships to mobilize financing to achieve Senegal’s climate adaptation and mitigation goals, 2.) support targeted analysis and technical assistance to help USAID Senegal, the Government of Senegal, and private sector stakeholders identify and address barriers and opportunities to scale up sustainable financing in Senegal, and 3.) advance learning and build Senegalese capacity to mobilize catalytic private sector partnerships and financing. This role is an exciting opportunity to provide operational, compliance, financial management and programmatic support to CFDA in Senegal. We are seeking candidates with experience in Senegal’s sustainable and climate finance landscape, with a keen interest in partnering with private sector and government stakeholders to advance sustainable development investment. This position will be based in Dakar, Senegal. We are looking for individuals who are passionate about improving people’s lives around the world.

Responsibilities include:

  • Establish and manage a climate finance ecosystem and stakeholder database
  • In coordination with the CFDA Procurement team based in Washington and the Program Management team, oversee all stages of the grant and subcontract lifecycle from solicitation, selection, award, implementation, monitoring and evaluation through closeout to ensure compliance with the CFDA Grants Manual, CFDA Prime Contract, and ADS 303, as well as applicable USAID and Chemonics policies and regulations
  • Conduct high-level due diligence on potential grantees, prepare approval packages and memos, and ensure that grantees comply with all terms and conditions of grant agreements, including USAID mandatory standard provisions, required certifications, and Chemonics reporting and recordkeeping requirements
  • Facilitate contract management by proposing and implementing financial and administrative control systems and tools to ensure transparency, organization and accurate communication of contractual information, including milestones and timetables
  • Act as liaison between project staff and beneficiaries; ensure that beneficiaries receive necessary technical advice and assistance in areas such as financial management and sustainability planning; manage regular partnership reviews and reflections
  • Ensure responsibility for the submission of all technical, administrative and financial reports required under the grant program
  • Initiate milestone payments to beneficiaries

Qualifications :

  • A bachelor’s degree (or equivalent experience) in fields such as sustainable finance, development, business administration, environmental sciences, public administration or related fields
  • A minimum of 5 years of professional experience in grants management, partnerships, program development or project management, ideally in the development, sustainable finance or non-profit sector
  • Experience managing grant administration and compliance of donor-funded activities and knowledge of USAID grant compliance and reporting requirements
  • Ability to work effectively with stakeholders, including USAID, government counterparts, partners and colleagues, as well as demonstrated ability to engage, negotiate and maintain partnerships with financial institutions, NGOs, government entities or other relevant stakeholders
  • Basic understanding of sustainable finance or climate finance principles. Good knowledge of the sustainable finance landscape in Senegal, including key players and sector dynamics, is also a major asset
  • Strong organizational, budget management and financial monitoring skills
  • Ability to write clear reports, proposals and other documents and use appropriate software for grant tracking, budgeting or reporting
  • Demonstrated commitment to gender equality and social inclusion (GESI) and diversity, equity and inclusion (DEI) within teams and partnerships
  • Willingness to adapt and solve problems in dynamic environments
  • Demonstrated leadership, versatility and integrity
  • Fluency in French and Wolof required, fluency in English preferred.
