General context of the project
INTERSOS is an Italian non-profit, humanitarian aid organization founded in 1992. INTERSOS works towards a world of equality, justice, peace and solidarity, to achieve this INTERSOS helps people to live in dignity and safety, alleviating suffering and meeting their needs. The mission of INTERSOS is to support people, families and communities in areas most effected by crisis around the world, providing crucial assistance to populations in life threatening situations, in situations of famine and suffering resulting from extreme poverty, disasters, and conflict.
INTERSOS started to work in Lebanon in 2006 to support the Lebanese people affected by the Lebanese-Israeli war. Since 2013 INTERSOS has been supporting the vulnerable populations in Lebanon affected by the Syrian conflict, including both Syrian refugees and affected Lebanese people. INTERSOS currently operates in all Governorates of the country through 4 bases of operations (BML – in Beirut, South – in Tyre, North – in Tripoli, Bekaa – in Zahle). Protection is the core sector of intervention, often integrated with other complementary interventions (Shelter, Education) either through direct implementation or partnerships.
General purpose of the position
In coordination with the SMT, MEAL, Program/Project Managers and Technical Coordinators, lead the proposal design and writing process, ensure high-quality reporting and compliance, and support grants’ management activities in line with INTERSOS program goals, objectives, and indicators, while respecting donors’ requirements.
Main responsibilities and tasks
Reporting and Compliance
- Take full responsibility for all reporting processes, from program data to ensuring compliance with grant contract provisions and donors’ guidelines. The HoP will only be involved for key donors (e.g., ECHO, PRM) or to resolve critical issues.
- Build the capacity of Project Managers in reporting and donor-related tasks.
- Support HQ in conducting compliance checks at the mission level.
Proposal Development
- Lead the entire proposal design and writing process, ensuring proposals are strategically aligned and meet donor requirements. The HoP will provide strategic oversight.
Partnership and Localization
- In collaboration with the Grants and Partnership Officer, lead the implementation of the Localization strategy, ensuring effective oversight of various partnerships, under the overall strategic supervision of the HoP.
- Support the Grants and Partnership Officer in ensuring compliance with communication requirements from donors and partners.
Grants Implementation Management
- Under the supervision of the HoP and in coordination with Program Managers, support the preparation and conduct of project kick-off meetings, including reviewing partner capacity assessments and grant agreements.
- Support information sessions on main donor guidelines, involving all relevant departments.
- Support field monitoring of performance indicators and conduct compliance spot checks on projects and partners.
- Conduct periodic reviews of project documentation, ensuring proper uploading and archiving.
- Support the HoP in organizing project review and closure meetings.
- Ensure project amendment requests comply with donor procedures.
- Support data analysis and visualization of program outputs for monitoring and reporting, using tools like Google Data Studio. Report any deviations to the HoP.
- Support the HoP in drafting external communications and liaising with HQ Communication Department.
Required profile and experience
Education
BA in International Affairs, Development, International Political Economy, or a related field
Professional Experience
Minimum 3-4 years of relevant experience in program departments in the humanitarian sector, with demonstrated experience in proposal development and grants management
Professional Requirements
- Strong knowledge of grants management, including experience with institutional donors (BHA, ECHO, UNHCR, AICS, etc.) and understanding of their requirements and compliance
- Proven ability to lead proposal development processes from concept to submission
- Experience in building capacity of staff in reporting and donor compliance
- Understanding of partnership management and localization principles
- Excellent communication and writing skills
- Proficiency in data analysis and visualization tools
- Essential computer literacy (Word, Excel, internet)
Languages
Fluency in English, spoken and written;
Knowledge/Fluency in Arabic and/or Italian (desirable)
