General context of the project

INTERSOS in Moldova is working to ensure health and protection services for people fleeing the war in Ukraine and the vulnerable host community. The INTERSOS health team provides primary health care consultations and medical case management, supporting access to the existing national health system.

As part of the health program, INTERSOS has established cooperation with national health institutions and set up fixed medical consultation points in several country districts, providing access to all those in need of health services in the surrounding areas. The INTERSOS Protection Team provides mental health and psychosocial support sessions and case management, including non-food donations for the most vulnerable. INTERSOS Moldova helped to renovate and equip 12 safe spaces at the national level and carried out capacity-building activities with the space managers to ensure self-sustainability for the future.

General purpose of the position

Under the supervision of the Programme Coordinator, in coordination with the SMT, MEAL, Program/ Project Managers and Technical Coordinators, ensure timely coordination and support of the main grants management processes (project proposal design, development and submission, project revisions and high- quality reporting) in line with INTERSOS program goals, objectives and indicators and respecting donors’ requirements.

Main responsibilities and tasks

Quality Reporting:

  • With the support of the Regional Grants and Program Officer and the Grants Unit, ensure donors’ templates and guidelines are disseminated and understood;
  • Regularly update mission Master Planning (Reporting Tracker) ensuring internal and external deadlines are followed as per Grant Agreements and promptly communicated to relevant colleagues at the mission and regional levels.
  • Under the Program Coordinator’s supervision and coordination with the Regional Office, ensure the compilation, review, and submission of timely, compliant, and consistent reports in line with INTERSOS and donors’ requirements.
  • Ensure consistency, compliance, and completeness of the Reporting package before submission to the ROE;
  • Ensure the correct storage of Reports and related annexes on the INTERSOS Management Platform (IMP)

Other tasks and responsibilities:

  • Lead the grant agreements signature processes, including sub-grants/MOUs, etc. signature with international and local partners in the country;
  • Promote, with the support of the Regional Grant and Program Officer, information sessions (also integrated into projects KO) on main donor guidelines, involving all the relevant departments;
  • Support to field monitoring by conducting compliance spot checks (including visibility, logistics, etc.) on ongoing projects, including on partners;
  • Conduct a periodical review of projects’ documentation ensuring the correct uploading and archiving on Mission Drive and IMP;
  • Support the Program Coordinator in the organization and implementation of project review meetings and project closure meetings.

Required profile and experience

Education

  • BA in International Affairs, Development, International Political Economy or other relevant field**.**

Professional Experience

  • Minimum 3 year’s relevant work experience in grants management in the humanitarian sector

Professional Requirements

  • Experience with grants management of institutional donors (BHA, ECHO, UNHCR, AICS among others) and understanding of Donors’ requirements and compliance.
  • Capacity to plan and organize work activities.
  • Good financial skills.
  • Good analytical skills.
  • Strong reporting and writing skills.
  • Essential computer literacy (word, excel, and internet).

Languages

  • Fluent English (written and spoken).
  • Knowledge of Italian is an asset.
