Grants Audit Specialist at Macfadden

The U.S. Agency for International Development’s (USAID) Bureau for Humanitarian Assistance (BHA) in Washington DC receives applications from U.S. and non-U.S. applicants, many of which have not previously received U.S. government funding. BHA conducts pre-award and post-award activities to help mitigate risks to awards. Macfadden, who supports USAID/BHA in funding humanitarian assistance programs, requires a Mid-Level Grant Audit Specialist to help manage USAID/BHA’s pre- and post-award audit activities.

Key Responsibilities:

  • Undertake pre-award, incurred cost, and follow-up surveys of NGOs on a required basis so that USAID/BHA can make a responsibility determination based on the results per ADS 303.3.9.
  • Perform reviews of non-U.S. NGO audit scopes of work to ensure it meets USAID requirements.
  • Assist non-U.S. based NGOs to get CFO approval for the audit firms they hire to undertake audits.
  • Review NGO annual audits to ensure they meet USAID ADS 591 requirements.
  • Work with audit firms to ensure that audits are brought into compliance where necessary.
  • Follow up with NGO recipients on specific award conditions and corrective action plans.
  • Interface with the USAID audit branch on U.S. and non-U.S. NGO audit findings and draft Pre-Award Risk Assessment Determinations in accordance with ADS 303.3.9 and 2 CFR 200).
  • Track audit status of all USAID/BHA NGO partners.
  • Performs additional activities related to audit resolution, as required.
  • This position will require international travel for pre-award and follow up surveys, recommendation follow up, and other work.

Education, Experience and Skills:

Education:

BS/BA Degree in Accounting, Finance or a related field

Experience: 8 years’ relevant work experience with a Bachelor’s degree or 6 years’ work experience with a Master’s degree; a minimum of 5 years of audit experience is required.

  • Education, experience, or training working in or with various U.S. Government (USG) Agencies in an interagency environment.
  • Experience assisting award recipients in remediating audit findings related to internal controls deficiencies and noncompliance with laws, regulations, and agreements.
  • Requires strong technical skills in accounting and financial management requirements
  • Requires report writing experience and knowledge of USAID audit requirements for U.S. and non-U.S. based grantees.
  • Requires prior audit experience and knowledge of U.S. Government-funded grants management.
  • Requires experience in performing audits or evaluations. Experience performing pre-award survey reviews, pre-award risk assessments is a plus.
  • Requires experience in performing internal controls and compliance reviews.
  • Requires strong knowledge of, and experience applying Generally Accepted Accounting Principles (GAAP) and Generally Accepted Government Auditing Standards (GAGAS).
  • Strong knowledge of the FAR, ADS, CFRs, OMB Circulars, and other USG directives governing grants, cooperative agreements and contracts.
  • Proficiency in basic Microsoft Office (including Word, Excel, Outlook, PowerPoint).
  • Requires strong verbal and written communication; ability to communicate well with the client and grantees.
  • Must possess proficiency in writing complex reports and analyzing audit data.

Ability to obtain and maintain a US Government issued Secret clearance for the duration of your employment. One of the requirements for a US Government Secret clearance is US citizenship. Only applicants who currently hold an active Secret or higher-level security clearance or who are eligible to receive a Secret security clearance will be considered for this position.
