Les Casques Blancs (CB) is a not-for -profit organization based in Quebec, Canada. Its focus is to promote, develop and implement community-based, service-based, and recovery-oriented projects to improve the lives of civilians in conflict zones, particularly in Syria. It aims also to bolster the resilience of communities in which we work and contribute to the promotion of human rights and civilian protection by fighting impunity and seeking justice and accountability. It shares knowledge and experience between Syrians, Quebecers, and Canadians to promote shared values of human rights, gender equality, and democracy.
SCOPE OF WORK
Under the supervision of the Grants and Operations Manager, the Grant Controller will be responsible for ensuring proper management of the organizations’ grants, and the compliance with donor’s and organization’s rules and regulations. By coordinating and effectively communicating with different internal and external stakeholders, the Grant Controller will be a key player in building a bridge that connects all departments together and unifying successful external communications with all donors and partners.

Tasks and activities:
- Lead the grant management cycle tasks.
- Ensure the grants are managed in compliance with donor requirements and the organization’s internal policies and procedures.
- Ensure all grants’ records are accurate and well archived in both hard, soft copies (if needed), and on the grant management system.
- Lead the internal and external regular grants review meetings.
- Prepare partnerships agreements / agreements’ amendments and close out letters.
- Report regularly about the organization’s funds’ status and identify future funding gaps.
- Contribute to audit efforts as requested.
- Coordinate with different stakeholders to ensure timely responses to donor and local government’s queries including timely reporting and other communications.
- Lead on budget’s quality check.
- Review the financial reports and ensure those are submitted on time and in line with the donor’s and the organization’s requirements.
- Review external contracts and advise the senior management accordingly.
- Support colleagues to understand and implement policies and procedures efficiently.
- Any other tasks may be required.
Required qualifications: Education, Experience and Competencies:
- BA in Business Administration, finance and accounting, project management, public relations, or relevant field desirable.
- Fluent in English (spoken and written). French and Arabic are a plus.
- 3-5 years of relevant experience with international development programs that includes experience in internal control functions.
- Knowledge/understanding of the reporting requirements for NGOs (USAID requirements).
- Outstanding organisational and time-management abilities.
- Excellent communication and interpersonal skills.
- Cross-cultural communication and interpersonal skills, and able to interact professionally with culturally diverse staff and stakeholders.
- Ability to effectively perform clerical work with a high degree of accuracy and attention to detail.
- High standards of confidentiality, reliability, and discretion.
- Integrity by sharing the organization’s values and ethical standards.

- Excellent ability to follow-up on ongoing processes.
