General Description of the Programme/GOAL

Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 14 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

GOAL has an annual budget of an estimated €100 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. GOAL values the power of partnership and works with local and international partners to achieve its mission.

GOAL directly implements activities and through international and national partner organisations to maximise the benefit to targeted communities. These programmes are currently being implemented in Upper Nile (Ulang, Nassir, Panykang and Maiwut), Warrap (Gogrial East, Gogrial West and Twic), Abyei Administrative Area and Central Equatoria (Kajo-Keji and Juba).

Job Purpose

Reporting to the Programme Director, the holder of this role will support identify new opportunities to diversify GOAL South Sudan funding portfolio, develop and maintain funding strategy, develop communication materials for fundraising as well as coordinate in proposals development processes.

Duties and responsibilities

Strategic Fundraising & Donor Engagement

  • In collaboration with the Programme team and Senior Management team, lead the development and periodic review of GOAL’s fundraising strategy. This will include mapping of donor policy and priorities and alignment with GOAL’s programmatic and strategic goals.
  • Develop and maintain strong donor relationships with strategic funding partners as delegated by the Programme Director.
  • Carry out intelligence and information gathering on new funding opportunities

Partnerships

  • In line with GOAL’s localisation agenda the grants coordinator will play the leading role in strengthening collaboration with other actors through building and strengthening networks, cooperation and down-stream partnerships.
  • Lead in development and application of GOAL’s partnership and localization approaches and strategy, including to ensure integration of partnerships into the country strategy.
  • In collaboration with the compliance manager, lead and facilitate the continued development and improvement of Goal South Sudan’s partnership tools, systems and capacity building based on lessons learnt and OCA (Organizational Capacity Assessments)

Coordination and representation

  • Engage in networking, information gathering and context analysis that will contribute to GSS ability to make strategic and informed decisions in regards to partnerships and fundraising in support of GOAL’s strategic goals.
  • As delegated by the Programmes Director actively engage in GOAL’s regional, global business development and partnerships initiatives.
  • Coordinate the submission of timely and quality donor reports

Media and Communication

  • In collaboration with the Senior Management Team (SMT) programmes and HQ communications team, oversee the development of communications products that contribute to both fundraising and visibility initiatives.
  • Develop and maintain a country office owned media and communication plan

Key Performance Objectives

  • Coordinate the development of donor proposals and reports, as well as ensuring donor compliance and quality control
  • Be updated on donor priorities, trends (such as interest in cash-based interventions) and track and share relevant calls for proposals
  • Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing
  • Represent with various donors and partners as delegated.
  • Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
  • Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including ensuring filing of grant documents.

Requirements (Person Specification)

Essential

  • Bachelor’s degree in international development, international relations, or related field. Master’s degree preferred.
  • Minimum of 3-5 year of international development experience in a similar role.
  • Experience working with USAID, BHA, European Union, ECHO, FCDO, Country pooled funds, UN funds is highly desirable.
  • Familiarity with relevant institutional donor regulations, policies, procedures and priorities.
  • Skills and experience in project cycle management, funding strategy, proposal and report writing
  • Knowledge of GOAL, programmes and system approach

Desirable

  • Previous experience working in South Sudan with an International humanitarian organisation.
  • Good working knowledge of MS Office Packages (Excel, Word, Powerpoint)
