Proposal Summary:

The purpose of CTC-GCD is to provide management, direction, administration, quality assurance, and leadership of this contract, as well as technical expertise that will bolster USAID and implementing partner efforts to design, support, and implement open innovation programs; accelerate the resultant innovations for increased uptake in an appropriate market or context; and disseminate knowledge within USAID and the development community on open innovation best practices, successes, and lessons learned from both the innovations themselves and the programs supporting them. USAID Bureau for Development, Democracy and Innovation collaborates with Innovation Technology and Research hub (DDI/ITR) to work with USAID Missions and Bureaus, as well as with implementing partners, funders, donors, and inter-agency partners on open innovation programs and investments that achieve social rates of return.

Position Summary:

The Grants Director will be responsible for day-to-day oversight and administration of the Anti-Corruption Task Force Combating Transnational Corruption Grand Challenge for Development (CTC-GCD) grants pool. The director will lead the strategizing, learning, and process improvement for grant design, competition, and award management. The director will be responsible for ensuring compliance with USAID standards, policies and procedures, and grants management system use.

Responsibilities:

• Work closely with the leadership team in the activity design process and provide day-to-day management of all aspects of the grants process, including the design and distribution of grant solicitations, review and selection of grantees, issuance of grant awards and agreements, implementation of the grant activities, and closeout of awards.
• Provide oversight and support to grants management teams in various project offices.
• Assess administrative and financial and management capacity of grant applicants.
• Identify creative and responsive opportunities for co-creation of grant design.
• Incorporate learnings, best practices and innovative approaches into grant design.
• Work as a problem solver with the program team to learn, adapt and improve throughout the grant design, solicitation and management process.
• Ensure full compliance with USAID and MSI policies, best practices and procedures relating to all aspects of grants.

Qualifications:

• A university degree (bachelor’s or higher) in accounting business administration, economics or other relevant fields. Master’s degree preferred.
• A minimum of 8 years of experience in management roles that included operations management, strategic planning, program management, government contracting, resource management, finance and budgeting.
• Experience with USAID-funded projects and familiarity with USAID grants and procurements and their associated regulations required.
• Minimum of five (5) years of demonstrated expertise in developing and managing grant program activities under a USAID-funded project.
• Experience overseeing procurements and service contracts in compliance with donor regulations, with knowledge of USAID regulations strongly desired.
• Knowledge of transnational corruption, innovation programming, and international development organizations.
• Demonstrated experience in providing training in grants management preferred.
• Strong organizational, planning and operations skills with interpersonal and communication skills.
• Fluency in English is required.
