Context:
Under the direct supervision of the Community Resilience Project Officer and in close coordination with the Project Support Unit (PSU) in Pohnpei, the successful candidate will support grant management to civil society organizations in the Federated States of Micronesia, Republic of the Marshall Islands and Palau.
While it is expected that the majority of the support provided will be towards the implementation of small grants mechanisms under the Inspiring Women’s Advancement through Collective Action (IWA) project, the position will also support grant management of several additional projects. This will be done in close coordination with respective Project Managers and the Resource Management Unit, and with the aim of harmonizing grants’ management approaches across the three Country Offices.
Core Functions / Responsibilities:
- Assist all IOM Program Managers to design, advertise and evaluate Start up Awards and Small Grants in adherence with IN/284. Record and track all documentation associated with the process for accountability.
- Increase awareness of Start-up Awards and Small Grants implemented by IOM across Micronesia in coordination with respective PMs. This may be done by using social media and ensuring proper visibility of small grants initiatives as relevant.
- In coordination with the Program Managers and national staff, monitor all Start up Awards and Small Grants implementation including adherence to reporting deadlines, coordinate review of narrative and financial reports with Program Mangers and the Resource Management Unit to ensure timely and efficient payment to awardees.
- Provide direct assistance to grantees and regularly coordinate with beneficiaries. Ensure timely communication and coordination with all beneficiaries, including those with limited access to internet.
- Develop and update small grants tracking tools and repository of relevant guidance and Standard Operating Procedures for better knowledge management on small grants award and management processes.
- Provide monthly tracking and summary report on Small Grants and Start up Awards designs, advertisement, submission review, contracting, monitoring, and reporting.
- Develop and implement any grants management and implementation trainings for IOM staff and beneficiaries.
- Comply with IOM’s policies and procedures including prevention of sexual exploitation and abuse and promotion of a respectful work environment in order to contribute to a healthy workplace.
- Perform such other duties as may be assigned by the direct supervisor.
Required Qualifications and Experience:
• Master’s degree in political or social science, migration studies, international relations, law or a related field from an accredited academic institution with two years of relevant professional experience.
• University degree in the above field with four years of relevant professional experience.
• Good knowledge on climate change and community disaster preparedness
• Experience in a community-based and/or small-grants programming desirable, preferably in an international or non-profit environment.
• Experience in liaising with government authorities, other national / international institutions, NGOs and civil society, including facilitating trainings and briefings.
• Experience in research, developing trainings and contextualizing information.
• Experience in project implementation and monitoring, including the analysis of financial records.
• Experience in capacity-building at the community level.
• Experience working for a non-governmental organization and/or international organization.
• Work experience in remote or hardship environments, and experience in the Pacific, particularly FSM, is highly desirable.
Skills:
• Good knowledge of IOM grants management and procurement rules and procedures, among others, will be an asset.
• Computer literacy in Microsoft Office (word, excel, outlook) and Web-based Applications.
Languages:
Fluency in English (oral and written); Working knowledge of any Micronesian languages is an advantage.
