Purpose of Position:
The Grants Manager is a full-time position and will be based in Juba, South Sudan. S/he will provide leadership for all donor project and sub granting activities. S/he will will be responsible for all donors reporting, budget preparation and monitoring, project compliance. S/he will establish and manage the grants system, policies and procedures for the project and ensure adherence to ForAfrika and donor requirements. S/he will collaborate closely with other technical and finance staff to ensure quality technical and financial grant programming. The Grants Manager will supervise 2 Grants Accountants and a Grants and Partnership Specialist. He will report to the Director of Finance and Grants.
DUTIES AND RESPONSIBILITIES:
General Grants Management
- Oversee if the grants are implemented according to the operational and financial needs of ForAfrika
- Managing and supporting the grants requirement and implementation for the organization
- Identify and develop strategies to optimize the grants administration process
- Keep the relevant staff informed about upcoming deadlines and deliverables, thereby ensuring the smooth completion of work responsibilities.
- Lead the preparation of invoices, invoice reconciliation, accounting, reporting, and other administrative functions to ensure the successful execution of the grant activities.
- Analyze the budget trends and make recommendations for cost control and reduction for various grants.
- Provide detailed reports to the donors and the SMT with respect to the project’s progress.
- Monitor paperwork and other related documents connected with grant-funded programs
- Maintain records of all payments and receivables and prepare monthly records for all grant-related activities.
- Provide training to the new staff on grants management and reporting requirements
- Support with the preparation of the donor income tracking sheet. Ensuring all invoices and income are tracked.
- Support the program team with the development & review of project budgets as and when there are calls.
- Taking the lead in the preparation & review of the grant cash flows for all new grants and addendums.
- Taking the lead in the provision of information during Project Audits, spot checks, and reviews.
- Ensuring compliance with the grants agreement by carrying out thorough reviews of all grant documents.
- Ensuring project kick-off meeting takes place
Sub Granting
- The Grants Manager will be responsible for the day-to-day management of the project’s grants program;
- Establish and maintain a grants management system for the distribution of project subgrants, under the direction of the Director of Finance and Grants;
- Manage and document granting process from applications and selection (using review committees), completion of pre-award assessments, award negotiation and management, monitoring and closeout;
- Identify and assess potential grantees, choosing the appropriate mechanism (Standard award, Fixed Amount Award, and or Cost Reimbursable) as needed;
- Issue and manage the grants provided by the project; monitor all phases of awards, including assessment of technical progress, performance, and deliverables;
- Ensure grant compliance with ForAfrika and donor regulations;
- Finalize and implement project Grants Policies & Procedures in line with ForAfrika templates and requirements;
- Liaise closely with technical staff to ensure programmatic monitoring and achievements;
- Liaise closely with the Finance Manager to ensure smooth financial disbursements and processing;
- Ensure overall accountability for subgrant funds;
- Maintain comprehensive grant files;
- Facilitate donor approval of grants as required;
- Prepare reports on the grant’s progress for staff, and donors as needed;
- Manage and update monthly grants deliverables and financial tracking;
- Monitor and evaluate the performance of grantees;
- Perform site visits to grants to assess progress and provide support;
- Ensure grant compliance with donor regulations; assisting other technical staff in addressing award-related issues, ensuring that the financial controls and systems comply with generally accepted accounting practices and meet donor rules and regulations;
- Ensure grantees adhere to financial reporting and documentation requirements, in coordination with the Finance Manager;
- Ensure training is provided to grantee staff including post-award training in donor regulations and award management;
- Provide leadership in strengthening financial and administrative systems in public sector subgrant recipients;
- Oversee the Grants Management Database and ensure it is updated;
- Other duties as assigned by the Director of Finance and Grants;
Required Qualifications:
- Bachelor’s degree required, Master’s degree in Management, Accounting, Finance, Public Health, International Development, or related field preferred.
- Minimum seven (7) years’ experience in grants management and/or programming.
- Minimum five (5) years’ experience working on multi-donor funded projects including USAID, UN, BMZ, EU funding, and reporting.
- Demonstrated interest in and experience in organizational or individual capacity building and/or training.
- Experience with multi-donor-funded projects and familiarity with rules and regulations.
- Demonstrated knowledge of granting procedures, from grant start-up, and award management, to close out.
- Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
- Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members.
- Ability to work independently, take initiative, and manage various activities in a team setting with minimal supervision.
- Strong time management/task prioritization skills.
- Excellent oral and written English communication skills.
- Extensive knowledge of Microsoft Excel, Microsoft Word, PowerPoint, and Access;
- Financial and Information Technology Systems – Advanced knowledge of Microsoft Office, Excel particularly. Use of accounting software, SUN Accounts system preferred.
