Grants Manager, Cambodia Advancing Youth Leadership at Save the Children – US

Summary:

Save the Children seeks a Grants Manager for the five-year USAID/Cambodia Advancing Youth Leadership Activity. The anticipated program will enhance the capacity and leadership of youth, especially those from marginalized groups such as indigenous populations and LGBTQI+, to engage in the political process, to address local development issues and to increase civic participation.

The Grants Manager will be responsible for the overall management and execution of the

grants under contract (GUC) portfolio of the AYL Activity. As the Activity anticipates a large and complex sub-grant component working with high number of local entities in many provinces, this position will be critical to the overall implementation of the project.

This position is contingent upon donor approval and funding.

What You’ll Be Doing (Essential Duties)

  • Oversee and manage the activity’s grants under contract (GUC) portfolio.
  • Develop a project procurement plan in coordination with all relevant staff, financial and programmatic activities.
  • Liaise with local and international suppliers/vendors.
  • Ensure proper, fair, and transparent processes are followed regarding decisions.
  • Ensure that all staff are aware of authorization limits and that controls are in place to ensure compliance within those limits.
  • Oversee the maintenance of accurate inventory records in the form of computerized and manual inventories. Keep records of all capital and non-capital assets and property of the project as well as storage of grant documentation.
  • Lead discussions or negotiations with vendors, consultants or contractors regarding proposals, bids or grant modifications.
  • Ensure compliance with procedures and grants management regulations laid out in the CO and Save the Children guidelines.
  • Ensure full compliance with USAID rules and regulations.
  • Remain fully abreast of Save the Children and USAID procurement policies, and ensure the project’s compliance with these.
  • Communicate the policies and procedures to project staff and train them on their proper implementation.
  • Establish mechanisms to monitor compliance with established policies and procedures.
  • Prepare and submit the needed (relevant) reports to USAID including the sub-awards monthly report.

Required Qualifications

  • Master’s degree in finance, accounting, auditing, business administration, or other related field.
  • At least eight years of management experience in the administration of sub-grants and/or sub-contracts for international development projects.
  • Demonstrated ability to develop and manage large civic engagement focused grants.
  • Ability to manage and oversee many sub-grants and/or sub-contracts to local entities, including preparation of the solicitation, application review, negotiation, and awards.
  • Ability to maintain the grant tracking system to ensure timely and correct execution of all grant agreements.
  • Excellent organizational skills and ability to determine priorities and meet multiple deadlines.
  • Oral and written fluency in English required. Proficiency in Khmer preferred.
