About the role
This is a 12 month (renewable) role with unaccompanied terms based in Ndjamena, Chad with 20-30% travel to programme areas (Sila, Lac, Ouaddai, Wadi-Fira). This is a Grade 2 position with a salary of € 35,789 – 39,766.
You will report to the Grants Manager and you will liaise with the Country Director, Programme Director, Systems Director, Programme Quality and Development Coordinator, Area Coordinators, M&E Manager, Consortium Coordinator, Programme Managers, and other key staff.

Your purpose:
The Grants Officer will support programme teams to ensure high quality on grant and information management – from reporting to project cycle management and communications (internal/external).
Main duties include, though not limited to:
Grants Management
- Utilise grant/project management tools (grants snapshots, grants tracker, etc.) to ensure accurate tracking of funding opportunities, reporting, and programmatic adjustments throughout the project lifecycle.
- Ensure version control of documents and filing of final reports and proposals on Concern’s Grants Management System (GMS).
- Assist in maintaining and updating Concern’s GMS.
- Ensure all key Concern staff have access to relevant records and grant information and notify country programme staff of any changes to awards, including proposal approvals, amendment approvals, and key donor needs.
- Provide guidance on donor regulations during both proposal development and award start-up.
- Create and maintain a compliance cheat sheet accessible to all staff with key award considerations based on the donor agreement.
- Support responses to compliance queries, coordinating with the Grants Manager and HQ support unit as needed.
- Support the coordination of the proposal development process, including writing and reviewing relevant sections and working with other departments.
- Track all donor engagement, new opportunities, pipeline, and submissions.
Reporting
- Support the timely coordination, drafting, revision, and dissemination of high-quality reports to donors, including partner reports.
- Assist the Grants Manager in ensuring information on all donor communications, changes in regulations, and meetings or events are disseminated as needed.
- Support in capacity building of project staff on report writing and key aspects on drafting success stories
Project Cycle Management (PCM)
- Support the PQDC and MEAL Manager to schedule and document PCM meetings
- Support the PDQC to organise, prepare, and facilitate relevant PCM meetings, take meeting notes, and follow up on action points with relevant departments.
Communication
- Play a leading role in external and internal communications and advocacy for Concern including supporting the preparation of factsheets, annual reports, internal and external newsletters, production of communication and visibility materials amongst others.
- Align written publications and internal planning files with Concerns branding guidelines.
- Support the coordination of donor meetings and prepare ad-hoc updates for donors, especially those related to critical context shifts.
- Ensure documentation is available in French/English and distribution of appropriate reports, policies and documents within the team
- Lead in drafting a communications strategy for Concern Chad which includes all ongoing projects and oversee the implementation of this strategy.
Other
- Attend meetings with programme partners; government authorities, donors, NGOs, UN agencies and programme participants as required.
- Represent Concern externally, in any relevant coordination mechanisms, including the weekly Humanitarian Forum and national Clusters where necessary.
- Provide support as required to the programme team to ensure Concern is meeting the CHS engagements.
- Ensure adherence to the Concern Code of Conduct and Associated Policies
- Any other duties as required in country by your line manager.
Accountability
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
- actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- work with relevant colleagues to ensure that the Feedback, Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
- work with relevant colleagues to ensure that information about FCRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities;
Your skills and experience will include:
- Relevant graduate qualification in communication, international relations, management, social science, humanitarian projects management or related subjects;
- At least four (4) years’ professional experience with two (2) years in sub-grants development, grants management, or proposal writing and minimum of two (2) years working in international development
- Experience of grants management (e.g. with institutional humanitarian and development donors).
- Good knowledge of Programme Cycle Management.
- Solid understanding of donor regulations especially Irish Aid and ECHO, and procedures pertaining to grants management;
- Demonstrated ability to perform complex tasks and to prioritise multiple projects;
- Proven records maintenance and database management skills;
- Willingness and ability to travel to the field and has previous experience working for an INGO
- Experienced in using Microsoft applications (MS Windows, MS Office, MS Outlook)
- Speaking, writing and reading fluency in French and English.
