CONTEXT :

The DRC has suffered chronic instability since the end of the 1990s, linked to internal governance problems and its proximity to countries that have experienced major crises. Due to the fragility of institutions, for the entire Congolese population, estimated at between 100 and 120 million inhabitants, access to quality social services remains a major challenge.

The DRC is experiencing a major challenge in resource governance which has a major impact on disaster risk management. As a result, when an event occurs, the government’s response often fails to meet all needs, and this remains a major challenge for the population.

The east of the DRC has been the scene of a chronic crisis for more than 20 years. Instability is permanent there and armed groups are numerous. Humanitarian actors have been intervening in the area for many years, mixing emergency, transition/resilience approaches and trying to ensure a certain development/stabilization.

Since October 2022, the security situation has seriously deteriorated with the resumption of fighting between elements of the M23 and those of the Armed Forces of the Democratic Republic of Congo (FARDC). Humanitarian access to these populations in emergency situations is a permanent challenge, both because of chronic insecurity, and because of logistical access constraints (very degraded tracks and roads, regular landslides, areas flooded).

YOUR MISSION :

Under the responsibility of the head of the technical unit or the program director, the grants manager contributes to the program or the country where he/she is based by ensuring timely donor reporting (financial and narrative), coordinating and sharing information with field staff to obtain timely information and support in proposal writing.

Your main missions will be:

Mission 1: Contribute to the writing of project proposals and reports

  • Contribute to the development of proposals and concept notes, in accordance with donor regulations and internal technical processes, in collaboration with project managers, the program development officer, the operations director and the Finance/Finance departments. HR/Logistics and IPO
  • Coordinate the project reporting phases
  • Ensure the compilation of narrative versions for regional projects and selected consortium projects.
  • Ensure quality control and compliance of concept notes, project proposals and narrative reports with donor requirements and procedures.

Mission 2: Donor compliance

  • Support the team on contractual issues and liaise with headquarters/partners
  • Conduct project opening and closing meetings for all relevant staff/departments to ensure consistency in understanding the grant design across departments and bases, as well as to promote sharing of achievements and lessons learned.
  • Ensure regular communication and coordination with National Association IPSOs and IPOs, operations and the Headquarters Compliance and Risk Manager for all updates on donor rules, regulations and strategies or possible cases of fraud or violation donor guidelines.
  • Under the direction of the DP, manage any dispute with the donor concerning the grants awarded, by mobilizing the relevant unit at headquarters (financial controller, compliance and institutional financing risk manager, IPO).

Mission 3: Capacity building in reporting and project writing

  • Conduct training and support capacity building for all organizational field staff and HI partner staff on program development and reporting, as well as HI program specific documentation.
  • Facilitate awareness among field staff of DFI Hinside spaces
  • Travel regularly to the field to work directly with the staff responsible for project implementation and maintain a thorough understanding of HI program activities and the operational context.
  • Archive feedback from donors and adapt reports accordingly.

Mission 4: Support the team in institutional communication and donor relations

  • Support the development of internal and external communication materials
  • Offer internal information channels and tools
  • Support the program development specialist in analyzing changes in donor strategies followed by the program
  • Support the head of the technical unit in organizing field visits and accompany field visits if necessary

Experiences / Training

  • You have a Master’s degree in international relations, humanitarian crisis management, development, cooperation or similar
  • You have at least 1 year of experience in a humanitarian/international organization
  • You have good writing and analytical skills, and master the writing of proposals and project reports
  • You have skills in the field of lessors (analysis of the lessor contract, negotiation, financial management)
  • You have good interpersonal skills, and know how to communicate and work in an intercultural team
  • Language: French and English
  • Knowledge of the Congolese context is a plus
