Mission
Medicos del Mundo is seeking a highly motivated Grants Senior Officer to oversee the management, coordination and reporting of grants in Ukraine. The successful candidate will play a critical role in ensuring compliance with donor requirements, coordinating with internal and external stakeholders and contributing to the strategic development of the country program.
Geographical scope of intervention
The Grants Senior Officer will be based in Kyiv with some visits to the field, mostly: Kharkiv, Zaporizhia and Chernihiv. She/he may also be required to travel to other oblasts as Odessa, Kherson, Mykolaiv, Dnipro or Sumy, to support other members of Medecins du Monde Network in Ukraine.

The Grants Senior Officer will report to the Deputy General Coordinator.
The Grants Senior Officer will manage a Reporting Officer. Her/His team may increase or decrease depending on the size and needs of the mission. He/She will also manage in the future, a Partnership and Localization Supervisor.
The Grants Senior Officer will have continued collaboration interactions with MEAL Coordinator, and all country coordination team.
Functions
Strategic development:
In collaboration with the Deputy General Coordinator, lead the development of MDM fundraising strategy. This includes the mapping of donor policies and priorities and their alignment with MDM programmatic and operational goals.
Identify funding opportunities and lead the development of strategies for resource mobilization.
Contribute to program design and lead the proposal writing process, ensuring the alignment with donor priorities and Medicos del Mundo goals. He/she may lead consortium writing proposals with other international stakeholders and/or members of Medecins du Monde Network.
Support and promote the integration of lessons learned into future projects design and grant applications.
Grants management and compliance:
Ensure adherence to donor guidelines, contractual obligations and Medicos del Mundo policies through the grant line cycle.
Actively participation to project reviews and project budget follow ups, to contribute to monitor grant implementation, ensuring activities are on track, funds are utilized appropriately, and deliverables are met.
Collaborate with Program teams to design and implement effective grant tracking tools.
Work with other departments to ensure relevant grant documentation required is ready and available for audits
Coordinate the reporting process to donors on time and in accordance with donors and organization quality standards.
Donor relations and communication
Serve as focal point of all grant-related communications with donors and ensure effective relationship management.
Organize donors’ visits, briefings and regular updates on project progress.
Coordinate the development of concept notes and proposals for new funding opportunities.
Partnerships:
Ukraine response will be heading more into partnership and localization approach, therefor the Grants Senior Officer will Collaborate with the partnership focal point to ensure donor requirements are reflected in the Project Implementation Agreements and modifications requests, and ensure they are in line with donor requirements/ procedures and captures accurate information.
Collaborate with the Partnership and Localization Supervisor on any due diligence processes relating to grant agreements and partnerships, in collaboration with the Logistics, Finance/Admin and Technical Coordinators.
Ensure capacity building on donor compliance issues to field staff and partners.
Work with other departments to ensure relevant grant documentation required is ready and available for audits, also at partner level.
Capacity building and internal coordination:
Train and support Medicos del Mundo and partners staffs on grant compliance, donor regulations and reporting requirements.
Foster strong collaboration between program, finance and logistics teams to ensure grant activities are identified and reported effectively.
Participate in coordination meetings to provide updates on grant performance and funding gaps.
Budget Development: In coordination with the Finance /Admin Coordinator, support Deputy General Coordinator with the development of top-down budgets for all funding opportunities and ensure consistency between budget and other proposal documents, as well as compatibility with donor compliance requirements.
Minimum requirements
Required qualifications.
Degree in International Development, Business Administration, Finance or related field.
Language: Excellent written and spoken English, Ukrainian and/or Russian will be an asset.
Computer requirements: Office pack user level.
Experience & Competencies
Minimum 3 years of experience in grants management, preferably in humanitarian or development contexts.
Experience in grant mapping, management, and compliance, particularly with institutional donors (ECHO, GFFO, BMZ, BHA, USAID in addition to UN agencies grants).
Experience in partnership mapping and development.
Previous experience with health-oriented organization or activities preferred.
Excellent planning, management, and coordination skills.
Advanced communication skills with capacity to manage conflicting priorities.
Capacity to work to meet tight deadlines in a challenging humanitarian environment.
Cultural awareness and adaptability.
Alignment with principles and ethics of Médicos del Mundo.
