Group of expert consultants for the contracting of professional services for the development of different technical products for the development of an evidence-based training program, specifically designed to improve the Comprehensive Criminal Justice System for Adolescents in Mexico.
one. BACKGROUND
About PADF
The Pan American Development Foundation ( PADF )’s mission is to create a hemisphere of opportunities for all. The PROJECT
The Pan American Development Foundation ( PADF ) is putting together a group of expert consultants on various topics for a project that seeks to improve the Comprehensive Criminal Justice System for Adolescents in Mexico. This project is funded by the Office for International Narcotics Affairs and Law Enforcement ( INL ) of the US Department of State. The project will provide an evidence-based training program, specifically designed to improve the skills of facility personnel and other officials in the Mexican judicial sector to comply with the National Law of the Comprehensive Criminal Justice System for Adolescents of Mexico aligned with international prison standards and best practices.
PADF seeks to create a group of expert consultants capable of contributing to the project with specialized advice to carry out different technical products aimed at designing an initial diagnosis, capacity building and strengthening strategy, design of a curriculum, methodologies, and resources for training and ad-hoc evaluation of the management of the institutions of the Comprehensive Criminal Justice System and detention centers for adolescents in Mexico.
2. OBJECTIVE
2.1. General
The selected consultants are expected to develop the following products:
Initial diagnosis: Assessment of capacities and needs of the Comprehensive Criminal Justice System for Adolescents in Mexico, oriented to identify the challenges and areas of opportunity that the System faces regarding the professionalization of its human resources
for the correct implementation, according to national regulations and international standards and standards.
Design of a Professionalization Strategy: Instructional design and specialized training plan for public servants of the Comprehensive Criminal Justice System for Adolescents in Mexico. This product is expected to be aligned to international standards and best practices in adolescent detention, as well as ITIP, ADDIE and CONOCER’s # 301 methodologies.
Course Design: Development of training content and technical materials such as: instructor’s guide, workbook for trained personnel, training manuals, support in the digital medium ( ppt ). It is important to consider that all materials can be accessed and used digitally, so that trainings can be replicated in person and online.
Final Evaluation of Training Tool: Aligned to the Kirkpatrick methodology, it will design an evaluation instrument ( index and indicators ) tailored to objectively evaluate implementation, results, impact, quality, use ( etc ) of the course and the materials, which must be applied to the pilot course.
Products are expected to be made during the period from October 2023 to November 2024, depending on the product or products assigned.
2.2. Specific
Depending on the assigned product, the specific objectives may be modified to adapt to the expected deliverables in order to guarantee the highest quality. However, they are expected to comply with the following:
- Prepare a proposed work plan that defines the objectives, theoretical frameworks, methodologies to use, as well as a schedule with activities and delivery dates.
- Develop meetings with relevant state actors and civil society, either for the gathering of information or for the socialization of the contents of the products.
- Align products to good practices and international standards.
- Identify areas of opportunity, trends, good practices in the application of the Comprehensive Criminal Justice System for Adolescents in Mexico that can potentially be remedied with the assigned product.
- Analyze the results of the consultancy to obtain significant conclusions on the application of the Comprehensive Criminal Justice System for Adolescents in Mexico.
- Present the results of the consultancy with the PADF team and key actors, seeking feedback and comments that can enrich the analysis and improve recommendations.
- Present a final document.
3. EXPECTED PRODUCTS:

- Product Detail: C. Delivery of final document with specific by-products ( i.e. analysis of the problem, findings, recommendations, manuals, guides, recommendations, conclusions, etc … )

Nota:
*Dependiendo del producto asignado, los productos esperados podrían ser modificados ligeramente en coordinación con PADF y la o el consultor.
*Todos los productos deberán integrar un enfoque con perspectiva de género.
4. PERFIL DEL GRUPO DE COSULTORES DE EXPERTOS:
- Persona física o moral con experiencia sustantiva comprobable en:
- Academic research in relation to the purpose of hiring, preparation of skills / needs diagnoses, evaluation of public policy programs in the sector, justice, detention centers for adolescents, Comprehensive Criminal Justice System for Adolescents, International Standards applicable to persons deprived of liberty.
- Design and implementation of capacity-building and institutional strengthening strategies in the justice delivery and procurement sector, with a perspective of protecting vulnerable groups, best interests of childhood and restoration of damage, etc.
- Experience in the development of technical training content for public servants, manuals, workbooks, online courses, guides for facilitators, etc. in the sector of sharing and seeking justice.
- Experience in the implementation of professionalization programs for public servants in the security sector: police, public ministries, prison staff, staff from internal training centers ( or another relevant ).
- Experience in the design and implementation of monitoring and evaluation strategies in development cooperation projects aligned to the subject of this consultancy.
- Knowledge and experience in the application of the following methodologies: ADDIE, CONOCER # 301, Kirkpatrick, TOC, LogFrame, OECD – CAD ( evaluation criteria ) or others relevant to product development.
- Desirable: experience with the system of procurement and delivery of justice in Mexico at federal and local level, writing of academic texts, experience in prevention of institutional gender violence.
- Bachelor of Law, International Relations, Political Science, Social Sciences or others related to the theme of the mentioned products. Graduate Studies will be considered as a comparative advantage.
- Languages: Spanish ( essential ) / English professional level.
5. TERM:
The term of execution of this consultancy will be from October 1, 2023 to November 30, 2024.
6. PAYMENT FORM:
Payment for the products will be made once PADF approves the content and quality of the product as agreed in the contract between PADF and the consulting person.

- Propuesta Técnica ejecutiva (4 pag. máximo) donde se señale que producto o productosque de acuerdo a su experiencia podría desarrollar, marco teórico y metodologías autilizar, actividades clave, productos y subproducto a entregar, así como un estimado deltiempo de elaboración y costo aproximado de sus servicios en moneda nacional MXN oUSD.

8. PROPIEDAD INTELECTUAL
Al consultor le queda prohibido cualquier tipo de publicación, divulgación o comercialización de los productos objeto de esta contratación, pues se entenderá que pasarán a ser propiedad de PADF. De la misma forma le queda prohibida la divulgación de información confidencial que llegue a su conocimiento como parte de la ejecución de sus actividades.
El contratista suscribirá un acuerdo de confidencialidad respecto de toda la información que en razón a la contratación tenga acceso, al igual que del contenido de las reuniones a las que asista.
9. SOBRE PADF

10. TERMS AND CONDITIONS
Outcome of Agreement
These TdRs do not oblige PADF to execute a contract, nor do they commit PADF to pay any costs incurred in preparing or presenting the proposals. Furthermore, PADF reserves the right to reject any and all offers, if such action is considered in the best interest of PADF. PADF, in its sole discretion, will select the winning proposal and is not required to share the results of the individual evaluation.
Confidentiality
All property information provided by the applicant will be treated as confidential and will not be shared with potential or actual applicants during the bidding process. This includes, but is not limited to, price quotes, cost proposals, and technical proposals. PADF may, but is not required to, publish the agreements on its public website after the bidding process has concluded, and the contract has been agreed. The results of the PADF evaluation are confidential and the applicants’ score will not be shared among them.
