CONTEXT AND JUSTIFICATION OF THE POSITION:

The Democratic Republic of Congo (DRC) is largely dependent on agricultural activities: 80 million hectares of arable land and 50% of the continent’s water resources. The agricultural sector is responsible for more than 60% of employment, 70% of which is held by women. Ranked 179th out of 191 countries on the Gender Inequality Index, the gender gap in the DRC limits women and girls’ rights to property, active participation and agency in decision-making processes , and safeguards against shocks and gender-based violence. Multiple factors influence the low economic power of populations, with women at the forefront, such as poverty, lack of access to land and property, lack of access to new technologies and financing, stigma social, heavy family responsibilities and low level of education, as well as insecurity in rural areas after armed conflicts. In these circumstances, vulnerable populations, particularly female-headed households, may resort to harmful strategies, including the sale of livestock and productive assets to cope with food shortages, which ultimately affects their nutritional status and nutritional. In the current context of protracted crises, with multiple shocks and stressors, the DRC needs increasing investments in building resilience through gender-responsive approaches to help smallholder farmers become more self-reliant and promote inclusive and sustainable agricultural practices.

WFP in the DRC implements activities to strengthen the livelihoods of vulnerable households and communities in the provinces of South Kivu, North Kivu, Tanganyika, Kasai, Kasai Central, Kasai, Oriental, around Kinshasa and in the Oubangui

In order to strengthen the team of its Resilience Unit at the Country Office (CO) level, the World Food Program is looking for a Resilience Program Assistant to manage the agreement aspects in collaboration with the partnership team and field offices. Under the direct supervision of the Resilience Program Manager and the Overall Supervision of the Head of the Resilience & Smallholder Agricultural Market Support Section (SAMS { S mallholder A griculture M arket S upport}), the staff will be responsible for processing of the contracting process with implementation partners including payments but also monitoring of activities and reporting of resilience program activities in collaboration with the partnership team and the Sub-Offices.

MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list):

Under the direct supervision of the Resilience Program Manager, the Resilience Program Assistant performs the following tasks:

Specifically:

  1. Work closely with the “partnership” unit and assist sub-offices in preparing the process of selecting implementing partners for resilience and livelihoods activities, starting with the launch of Calls for Proposals ( AP), their transmission to Partenariat for publication and monitoring of the dissemination of the screening results from the portal;
  2. Assist the sub – offices in the development of operational plans, timelines and budgets which will be integrated into the field agreements (FLA { F eald Level Agreement }) of the cooperating partners, ensuring compliance with standards;
  3. Support the organization of project-specific review meetings, technical consultations and workshops and submit draft FLAs to the Partnership Unit for management signature
  4. Liaise with sub-offices to promote effective collaboration, implementation and monitoring of current project activities.
  5. Support the invoicing and payment processes of WFP cooperating partners; timely verification and processing of invoices and supporting documents, as well as monthly reports, ensuring compliance with WFP financial and programmatic requirements;
  6. Support monitoring of the implementation of resilience activities; verification of encodings on different PAM systems (COMET software, SharePoint software, etc.); Assist in taking action on the WINGS software: Service Entry Sheet (SES { S ervice Entry S heet}), “DPR” deposit request; Raise the alert for the expiration of the protocols of understanding with a view to taking action within the deadline;
  7. Based on capacity assessments, identify any other problem related to the performance of Cooperating Partners (CP { C ooperating P artners}) and report it to the “management” Department and propose concrete actions to remedy it;
  8. Prepare a series of reports and data analyzes in the technical areas of resilience and food systems, highlighting trends/issues and ensuring that delivered products meet WFP standards and food control quality.
  9. Inform your superiors of the progress of interventions by noting successes, technical problems and others, by issuing recommendations;
  10. Assist in the preparation of contributions to annual reports, information documents, the collection of information from various sub-offices and the development of periodic update projects.
  11. Archiving of data from the resilience unit (partnerships and others) on the “SharePoint” software and maintaining a system for monitoring the related information; Update of the “Tracking Sheet”; reminder of performance evaluation and archiving of evaluation reports;
  12. Manage any other file assigned to him by his supervisor.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

Training:

The candidate must have a degree in agriculture, environment, economics, information technology/computer science, business, commerce, public administration, communication, statistics or other related field.

Experience wanted:

Have at least six (06) years of experience in administrative support and programs with progressive responsibility at the national or international level, including at least 2 years within United Nations organizations, international multilateral organizations or multinational organizations.

Have worked with technical teams (i.e. resilience, agriculture, nutrition, partnership, monitoring and evaluation, etc.)

Have contributed to the implementation of programs, their monitoring and their documentation.

Proven experience in preparing briefing notes, updates and preliminary reports

Knowledge and skills:

Proven ability to present the conclusions of analysis, evaluation and monitoring reports;

Excellent interpersonal skills, strong customer service orientation, open to feedback, new ideas, open to feedback/advice;

Able to travel and provide field support in difficult conditions

• Good command of IT tools, particularly Microsoft software (Word, Excel, etc.)

Languages:

  • Mastery (Level C) of French, both spoken and written
  • Knowledge of English (Level B).
