WHAT DO WE DO …
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in over 20 countries, SI teams, 3,000 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
THE MISSION
Solidarités International (SI) first intervened in Haiti after Hurricane Jeanne in 2004. Following the 2010 earthquake, its intervention focused on an emergency response through activities to provide access to basic Water, Hygiene and Sanitation (WASH) services for vulnerable populations. Since then, SI has become a major player in the WASH emergency response and in reducing risks related to waterborne diseases in collaboration with the National Directorate of Drinking Water and Sanitation (DINEPA), particularly on the various sites for displaced people affected by urban violence thanks to its mobile drinking water, sanitation and hygiene team (EMO-EPAH) which is able to deploy to all emergency sites in the country, as well as in the most vulnerable schools in the ZMPP. SI was a key player in the fight against cholera in Haiti between 2010 and 2019, and then against COVID-19. Since the resurgence of cholera in October 2022, SI has been leveraging this expertise and mobilizing to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP), while working to strengthen community engagement in the fight against cholera and disseminating prevention messages.
During 2023, SI strengthened its presence in the ZMPP with operational coordination in Port-au-Prince.
A project is being implemented with the financial support of the Interministerial Committee for Food Aid (CIAA) within the Metropolitan Zone of Port-au-Prince (ZMPP) to help strengthen food security in the difficult neighborhoods of Jalousie (commune of Pétion-Ville) despite growing insecurity through the use of electronic coupons with monetary value. Faced with the alarming deterioration in food security and increased insecurity in recent months, SI continues to favor the use of the Red Rose system in order to cover the urgent food needs of households, which aims to help combat food and nutritional insecurity in vulnerable households and more specifically Pregnant and Lactating Women (PLW) and malnourished children or those at risk of malnutrition in the Port-au-Prince Metropolitan Area (ZMPP).
The SI team has been mobilized since 2023 for a WASH response (water supply, waste management, latrine construction, awareness raising and distribution of hygiene kits) on 6 sites for displaced persons in the municipalities of Port-au-Prince and Delmas via funding from UNICEF and CDCS. SI has also obtained funding from IOM to carry out CCCM on these 6 IDP sites. As part of the CDCS project, SI has also rehabilitated WASH infrastructure in 3 schools in the city of PaP.
Since 2022, our teams have responded to the resurgence of the cholera epidemic. Starting in October, SOLIDARITÉS INTERNATIONAL, in collaboration with the Haitian authorities, followed the national strategy to combat cholera with a dual “coup de poing” (control) and “shield” (prevention) approach.
JOB DESCRIPTION
MAIN OBJECTIVE
The Finance and Human Resources Coordinator manages and coordinates the administrative, accounting and financial services of the mission.
He/she participates in defining the Solidarités International Human Resources policy and guarantees its proper application.
As Coordinator, he/she is the guarantor of the financial balance of the mission.
He/she ensures compliance with Solidarity administrative procedures, donor procedures as well as the laws of the country of intervention.
He/she is the point of contact for the mission and the link between headquarters and the mission for any questions relating to administration.
SPECIFIC ISSUES AND CHALLENGES
The mission is experiencing funding difficulties which prevent it from planning and setting up the structure necessary for the standard operation of a base and a mission, and this in a very degraded security context.
PRIORITIES FOR THE FIRST 2-3 MONTHS
Support and strengthening of the skills of the Finance and HR teams
Structuring of the administrative department, review of roles and responsibilities
Updating of the various administrative and financial monitoring tools
YOUR PROFILE
REQUIRED DIPLOMA
Bac +5 in Finance and/or HR
3-4 years of experience in the humanitarian sector
1-2 years of experience in an equivalent position
TECHNICAL SKILLS
- Good analysis of the strengths and weaknesses of the Admin/Finance teams in order to propose a more efficient structuring of the Haiti mission
- HR skills, ability to provide ongoing training to Admin/finance teams
- Capacity for anticipation/management of TA (allocation table) and good management of budget reallocations
- Good knowledge of UN (UNICEF), ECHO, CDCS donor procedures
TRANSVERSE SKILLS
- Ability to work in a complex security environment
- Communication, teamwork
- Adaptability

IF YOU WILL OFFER THE FOLLOWING CONDITIONS
A salaried position: Depending on experience, from EUR 2860 gross per month (2600 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.
LIVING CONDITIONS :
Internet and telephone network
The position is based in Port au Prince, the accommodation offered is in a Guest house in individual rooms located in a secure compound located 1km from the office. The standard is very good (swimming pools, tennis court, room with private bathroom).
Restaurants, a supermarket, shops allow to cover all needs.
The office is also good, well located in a residential and quiet area, currently being developed.
SECURITY :
Haiti is categorized as Level 4, Security is quite volatile/degraded in Port-au-Prince due to the presence of gangs but does not prevent the conduct of activities. The mission’s security rules are strict (curfew at 8 p.m. in Port-au-Prince)
