SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 3,000 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
THE MISSION
Solidarités International (SI) intervened for the first time in Haiti after the passage of storm Jeanne in 2004. Following the 2010 earthquake, its intervention focused on an emergency response via activities to access water services. , Basic Hygiene and Sanitation (WASH) for vulnerable populations. Since then, SI has become a major player in the emergency response in WASH and the reduction of risks linked to water-borne diseases in collaboration with the National Directorate of Drinking Water and Sanitation (DINEPA), particularly on the various sites of displaced people affected by urban violence thanks to its mobile drinking water, sanitation and hygiene team (EMO-EPAH) which is able to deploy in all emergency areas in the country, as well as in the most vulnerable areas of the ZMPP. SI was a key player in the fight against cholera in Haiti between 2010 and 2019, then against COVID-19. Since the resurgence of cholera in October 2022, SI has taken advantage of this expertise and is mobilizing to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP), while working to strengthen community engagement in the fight against cholera and the dissemination of prevention messages.
During 2023, SI strengthened its presence in the ZMPP with operational coordination in Port-au-Prince.
A project is being implemented thanks to the financial support of the Interministerial Committee for Food Aid (CIAA) within the Metropolitan Zone of Port-au-Prince (ZMPP) in order to contribute to strengthening food security in the difficult neighborhoods of Jalousie ( commune of Pétion-Ville) and this, despite the growing insecurity thanks to the use of electronic coupons with monetary value. Faced with the alarming deterioration of food security and increased insecurity in recent months, SI continues to favor the use of the Red Rose system in order to cover the urgent food needs of households which aims to contribute to combating food insecurity and nutrition of vulnerable households and more specifically Pregnant and Breastfeeding Women (FEFA) and malnourished children or at risk of malnutrition in the Metropolitan Area of Port au Prince (ZMPP),
The SI team has been mobilized since 2023 for a response WASH (water supply, waste management, latrine construction, awareness-raising and distribution of hygiene kits) on 6 sites for displaced people in the communes of Port-au-Prince and Delmas via funding from UNICEF and the CDCS. SI also obtained funding from IOM to carry out CCCM on these 6 IDP sites. As part of the CDCS SI project, it also rehabilitated the WASH infrastructure in 3 schools in the city of PaP.
Since 2022, our teams have responded to the resurgence of the cholera epidemic. From October, SOLIDARITÉS INTERNATIONAL, in collaboration with the Haitian authorities, followed the national strategy to combat cholera with a dual “punch” (control) and “shield” (prevention) approach.
JOB DESCRIPTION
MAIN OBJECTIVE
The Finance and Human Resources Coordinator directs and coordinates the administrative, accounting and financial services of the mission.
He/she participates in defining the Solidarités International Human Resources policy and guarantees its proper application.
As Coordinator, he/she is the guarantor of the financial balance of the mission.
He/she ensures compliance with administrative solidarity procedures, donor procedures as well as the laws of the country of intervention.
He/she is the contact person on the mission and the link between headquarters and the mission for any questions relating to administration.
SPECIFIC ISSUES AND CHALLENGES
The mission is experiencing funding difficulties which prevent it from planning and putting in place the structure necessary for the standard operation of a base and a mission, in a very degraded security context.

Support and strengthening of the skills of the Finance and HR teams
Structuring the administrative department, review of roles and responsibilities

DIPLÔME REQUIS
Bac +5 dans en Finance et/ou RH
3-4 ans d’expérience dans le secteur de l’humanitaire
1-2 ans d’expérience sur un poste équivalent
COMPETENCES TECHNIQUES
Bonne analyse des forces et des faiblesses des équipes Admin/Finance afin de proposer une structuration plus efficiente de la mission Haïti
Appétence RH, capacité à assurer des formations continues auprès des équipes Admin/finance
Capacité d’anticipation/gestion TA (tableau affectation) et bonne gestion des réaffectations budgétaires
Bonnes connaissances des procédures bailleurs UN (UNICEF), ECHO, CDCS

SI VOUS OFFRIRA LES CONDITIONS SUIVANTES
Un poste salarié : Selon l’expérience, à partir de EUR 2860 bruts par mois (2600 salaire de base + 10% d’indemnité de congé annuel versée mensuellement) et un Per Diem mensuel de USD 750.
SI couvre également les frais de logement et les frais de déplacement entre le pays d’origine de l’expatrié et le lieu d’affectation.
Breaks : Pendant la mission, un système d’alternance entre travail et congés est mis en place à raison de 7 jours ouvrables tous les trois mois (avec USD 850 alloués par Solidarités International). A ces périodes de pause, s’ajoute un jour de repos supplémentaire par mois travaillé.
Couverture sociale et médicale : Les expatriés bénéficient d’une assurance qui rembourse tous les frais de santé (y compris les frais médicaux et chirurgicaux, les soins dentaires et ophtalmologiques, le rapatriement) et d’un système de prévoyance incluant les risques de guerre. Les frais de vaccination et de traitement antipaludéen indispensables sont remboursés.

Le poste est basé à Port au Prince, l’hébergement proposé est en Guest house en chambres individuelles situées dans un compound sécurisé situé à 1km du bureau. Le standard est très correct (piscines, terrain de tennis, chambre avec salle de bain privative).
Des restaurants, un supermarché, des magasins permettent de couvrir l’ensemble des besoins.
Le bureau est également correct, bien situé dans un quartier résidentiel et calme, en cours d’aménagement.
SECURITE :
Haiti est catégorisé en Niveau 4, La sécurité est assez volatile/dégradée à Port-au-Prince dû à la présence des gangs mais n’empêche pas la conduite des activités. Les règles de sécurité de la mission sont strictes (couvre-feu à 20h à Port-au-Prince)
