INTRODUCTION

World Concern is a Christian global relief and development agency that extends opportunity and hope to people facing the most profound human challenges of extreme poverty. We serve nearly 5 million people in 12 countries, focusing on food security, child protection, education, maternal and child health, microfinance, vocational training, clean water and sanitation, and disaster response.

Purpose: The ERC will manage and provide technical oversight of the development and implementation of the Country Program’s (CP) emergency response and recovery programming, ensuring effective systems and processes are in place that support high-quality programming that advances World Concern Development Organization (WCDO)’s mission to partner with communities to transform the lives of the most vulnerable. The ERC serves as World Concern’s Haiti representative and a point of contact for humanitarian and government agencies, donors, our Country Mission and USA Headquarters and will be an integral part of project design, implementation and monitoring of all earthquake response programs.

Context: On August 14, 2021, Haiti experienced a 7.2 magnitude earthquake which caused widespread damage across the Southwest peninsula. On Aug 16, a tropical depression passed over the same area with high winds and rain, causing flooding and further damage to already fragile shelter and infrastructure. The death toll is approaching 2000 (Aug 17) with approximately 6000 injured. Damage to shelters and community infrastructure has displaced a growing number of families and created clean water, food and health supply shortages. WCH is providing initial assessments and response support while we plan for further fundraising to plan and deliver a larger response.

Responsibilities:

The Emergency Response Coordinator will effectively lead the emergency response team and support World Concern’s work in Haiti by undertaking these and other tasks as directed by Country Representative and with close communication and collaboration with Director of Disaster Response (DDR).

  1. In close collaboration with the Country Leadership Team and World Concern Technical Advisors, manage the planning, strategy and implementation of all emergency response and recovery activities in line with international quality standards, donor requirements, and national and international standards and ensure program components are implemented in an integrated manner with other ongoing DRR and TD programming.
  2. Understand the disaster situation, create an implementation plan and lead a disaster response team; Ensure there is a systematic rapid response mechanism adapted in all the emergency projects.
  3. Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically individualize development plans, contribute to the recruitment process of emergency staff, and complete performance management for direct reports.
  4. Develop a realistic budget, Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
  5. Promote MEAL and knowledge management by leading program/project reviews and reflections with staff and partner representatives and documentation of good practices and lessons learned for assessments, to adjust strategies and implementation plans, to inform future programming initiatives and approaches, and to contribute to organizational learning.
  6. Maintain regular communication and a positive working relationship with the DDR, Staff and other stakeholders to ensure adequate and transparent information dissemination.
  7. Represent the organization and collaborate, coordinate and communicate on a regular basis with donors, INGO key sectoral working groups, the UN, and relevant local government and community actors to keep informed of changing needs and opportunities on the ground, to develop synergies, and to identify opportunities for growth.
  8. Ensure proper management and utilization of project resources using appropriate management tools, best practices, and donor guidelines while complying with government regulations.
  9. Regularly assess security risks and develop contingency plans to ensure response continuity; uphold security policies to ensure compliance alert CR, DDR, Area & Country Director when there are changes in either security or safety of Staff.
  10. Serve as technical lead to identify and secure response funding, including writing quality emergency proposals within donor agency guidelines.
  11. Daily supervision of the project implementation plans.
  12. Represent World Concern at all response related meetings, assessment missions, coordination meetings, INGO coordination, and any other meetings with integrity and professionalism.

Required Education, Skills and Experience

· Spiritually mature follower of Jesus Christ and committed to World Concern’s mission, vision and values

· Minimum of 5 years’ experience working in an international NGO; with at least 3 years’ experience managing and coordinating a sizeable emergency response program.

· Demonstrated strategic, analytical and problem-solving skills, with ability to make sound judgment and decisions with limited or incomplete information and offer innovative solutions.

· Sound knowledge and commitment to Intl response standards, including but not limited to Sphere Guidelines, The Red Cross Code of Conduct and Do No Harm principles

· Strong experience in emergency rapid response mechanism.

· Experience managing a diverse team of national and international staff with highly developed listening and conflict resolution skills

· Financial acuity and experience with proposals, grants and report writing

· Fluency in French; Proficient in English. Fluency in Creole strongly preferred.

· Strong representation and relationship management abilities. Ability to relate to people at all levels internally and externally, especially at coordination meetings with donors, local government, UN, and other international NGOs.

· Must be willing and able to travel up to 75% and stay for extended periods in response areas.

· Ability to work long hours in a fast-paced environment and juggle multiple priorities.

· Able to live in an environment where everyday comforts are not readily available.

· Ability to function well in a stressful environment, stay focused, and maintain sufficient work life balance with limited options for downtime activity; prays regularly.

· Proactive, resourceful, solutions-oriented and results-oriented

· Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing and Communication Applications, information management systems.

Preferred Qualifications

· Experience with emergency proposals and strategy design. Familiarity with policies, procedures, and priorities of USAID, DFID, UN agencies and faith-based agencies preferred. Experience with Integral Alliance strongly preferred.

· Strong experience implementing market-based approaches in emergency programming.

· Experience in building and motivating diverse and talented teams.
