WHAT DO WE DO …
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 3,000 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
THE MISSION
During 2023, Solidarités International strengthened its presence in the ZMPP with operational coordination in Port-au-Prince.
A project is being implemented thanks to the financial support of the Interministerial Committee for Food Aid (CIAA) within the Metropolitan Zone of Port-au-Prince (ZMPP) in order to contribute to strengthening food security in the difficult neighborhoods of Jalousie ( commune of Pétion-Ville) and this, despite the growing insecurity thanks to the use of electronic coupons with monetary value. Faced with the alarming deterioration of food security and increased insecurity in recent months, SI continues to favor the use of the Red Rose system in order to cover the urgent food needs of households which aims to contribute to combating food insecurity and nutrition of vulnerable households and more specifically Pregnant and Breastfeeding Women (FEFA) and malnourished children or at risk of malnutrition in the Port au Prince Metropolitan Zone (ZMPP).
The IS team has been mobilized since 2023 for a WASH response (water supply, waste management, latrine construction, awareness raising and distribution of hygiene kits) on 6 sites for displaced people in the municipalities of Port-au-Prince and Delmas via funding from UNICEF and the CDCS. SI also obtained funding from IOM to carry out CCCM on these 6 IDP sites. As part of the CDCS SI project, it also rehabilitated the WASH infrastructure in 3 schools in the city of PaP.
Since 2022, our teams have responded to the resurgence of the cholera epidemic. From October, SOLIDARITÉS INTERNATIONAL, in collaboration with the Haitian authorities, followed the national strategy to combat cholera with a dual approach of “punch” (control) and “shield” (prevention).
February 2024, Solidarités International submitted an ECHO project with its local partner ORRAH for an emergency intervention in Protection and Water, Hygiene and Sanitation (WASH) to respond to the critical humanitarian needs of displaced populations and Host Communities (CH), resulting of the violence of Organized Criminal Groups (OCGs) and their growing control over the country. Within the ZMPP, the action will propose an integrated and multisectoral approach on 9 displaced sites and their respective CHs, with the aim of reducing i) protection risks, and in particular gender-based violence (GBV) and ii) health risks of spreading water-borne diseases.
JOB DESCRIPTION
MAIN OBJECTIVE
The program manager is responsible for implementing and achieving the objectives defined in the project proposals.
He/she is responsible for supervising the operational teams assigned to his/her program.
He/she is the guarantor of the proper execution and quality of the program implemented, and if necessary, proposes adjustments or developments to guarantee its relevance.
SPECIFIC ISSUES AND CHALLENGES
A very degraded security context, with activities on displaced people sites located in urban areas controlled by the GCOs.
An opening of an ECHO project in consortium with a local NGO involving:
The programmatic implementation, planning and sizing of WASH activities on 9 displaced persons sites
The coordination and monitoring of WASH activities with the local partner
A pilot activity for the distribution of water vouchers as an alternative to water-trucking
Construction activities/ rehabilitation of WASH infrastructure on sites (latrines and showers) and in a health center (wash in health) Sensitivity to transversal protection issues and an integrated approach between the WASH component
and the protection component implemented by the local partner
appetite for coordination with other humanitarian actors in connection with the positioning of SI as a CCCM actor on 6 of the sites targeted by the action
Management of several projects for the WASH response on displaced persons sites (HPD Unicef, CDCS subject to obtaining funding).

YOUR PROFILE
REQUIRED DIPLOMA/EXPERIENCE
Master’s degree in project management/coordination or technical equivalent
3-4 years experience in the humanitarian sector
3-4 years experience in a similar position
TECHNICAL SKILLS
Technical experience in WASH fields
Strong skills in BOQ and design review
Mastery in rehabilitation / construction of infrastructure such as latrine / shower / tanks
Mastery of project management including multi-contract budget management
TRANSVERSE SKILLS
Mastery of transversal protection issues
Knowledge of security management
Mastery of reporting and compliance with deadlines
LANGUAGES
French required
Creole appreciated
IF WILL OFFER YOU THE FOLLOWING CONDITIONS
A salaried position: Depending on experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of USD 750
SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.
LIVING CONDITIONS :
On the Haiti mission, the working climate is very pleasant and the dynamic of the national and expatriate teams is very good.
The position is based in Port au Prince, the accommodation offered is in a guest house in single rooms located in a secure compound located 1km from the office. The standard is very correct (swimming pools, tennis court, room with private bathroom). Restaurants, a supermarket and shops cover all needs.
The office is also correct, well located in a quiet residential area, currently being developed.

SECURITY :
Haiti is categorized as Level 4, security is quite volatile/degraded in Port-au-Prince due to the presence of gangs but does not prevent the conduct of activities. The mission’s security rules are strict (curfew at 8 p.m. on weekdays and 9 p.m. on weekends)
