Acted Haiti

Present in Haiti since 2004, Acted responds to emergencies and supports the recovery of populations in need, especially in the fields of’eau,’hygiene and’, and, food security and reconstruction. In collaboration with civil society and institutions, Acted also develops and implements programs focused on socio-economic development and’ adaptation to climate change. Acted currently works in 5 departments in Haiti namely the Grand’Anse, the South, the Southeast, the’Ouest, and the Center, and soon in the Nippes.

Concerning the major achievements of’Acted in 2020-2021 :

• 5,562 people received monetary assistance to meet their priority needs
• 12 health centers rehabilitated and supported in order to respond to the COVID-19 pandemic
• 35 water networks and rehabilitated infrastructure to improve access to water, hygiene and sanitation
• 1,125 people relocated thanks to the reconstruction of their homes
• 394,532 people sensitized to preventive measures against Covid-19

Following the earthquake of August 14, 2021 which devastated the departments of the South, the Great Anse and the Nippes in Haiti, Acted recruits. Acted was one of the first humanitarian organizations to conduct rapid assessments to determine the extent of the damage and needs, and is already strongly mobilized to provide emergency aid to the victims of the earthquake, in close collaboration with the Haitian authorities. The activities currently carried out concern the transport of drinking water, the distribution of hygiene kits and the conduct of sanitation and rehabilitation works for water networks, but also the distribution of food, the payment of emergency financial aid, the distribution of basic necessities and, soon, the establishment of housing solutions for the most vulnerable people,in 12 communes of the 3 departments.

Main role and responsibilities

The/the project development manager ensures the production of regular reports for funders and is responsible for the development of’a communication strategy (internal and external) at the country level. He/she is also in charge of the development of the’assessment, monitoring and follow-up tools for the’Acted mission in the country of’assignment.

1.Ensure the production of regular, accurate and analytical reports for the/the Reporting Manager

  • Understand and transmit donor guidelines ;
  • Establish regular liaison with area coordinators, and, project managers and technical staff to ensure the production of quality reports on all areas and donors ;
  • Recruit and train Reporting Officers (expat interns and/or national staff) to create a productive and efficient team in accordance with the principle of’Acted d’s cost efficiency and skills development ;
  • Supervise the work,’learning and’evolution carried out by the staff Reporting in the field to ensure the quality and punctuality of the reports ;
  • Revisiting the database system to simplify and clarify the requirements of the reporting ;
  • Develop and incorporate strong elements of monitoring and’assessment in the reports ;
  • Work closely with the Finance department to ensure greater consistency between financial and narrative reporting, including, and ensure a regular cash flow based on the regularity and quality of the reports submitted ;

2.Develop internal coordination and communication mechanisms

  • Ensure the smooth running of all meetings and their documentation ( coordination meetings in the capital, area coordination meetings, weekly base meetings, monthly planning meetings, quarterly country coordination meetings ) ;
  • Ensure in particular that Reporting models, formats, the philosophy and deadlines of each project and each donor are clearly communicated and adopted throughout the country for all new projects as well as for projects in Classes ;
  • Monitor meetings in the field and / or in the capital, between bases and between Country Directors ;
  • Write the agendas and minutes of the country meetings ;

3.Develop a strategy for relations with external donors

  • Weekly and monthly update of the « external relations » database, which summarizes recent negotiations and possibilities for proposals as well as key donors ;
  • Mobilize area coordinators, project managers and technical staff to ensure that proposals are developed in a cohesive and professional way, in accordance with the country strategy of’Acted and the requirements of donors ;
  • Act as a reference contact for communication with donors, including the’organisation of the’accueil d’a donor visiting the field ;

4.Develop an external communication strategy

  • Define the activities, resources, partnerships and target groups that Acted needs, including maintaining a high level of’information and understanding donor strategy and possible partnerships ;
  • Ensure continuity of public relations, update regional and project-specific fact sheets and document publications on Acted in the media ;
  • Identify sources of funding for a more cohesive strategy of’information of the public in the country ;

Assist the/the Director/trice Country in the development of project proposals, responding adequately to requests from donors or initiating actions on specific projects or project components.

Qualifications and skills required

  • Master level training in a relevant field such as international relations, development or political science ;
  • Prior experience in the humanitarian field,’ proposal development, grant management and donor relations are required ;
  • Knowledge of the’ humanitarian aid system and ability to understand donor systems ;
  • External representation skills ;
  • Ability to coordinate and manage a team ;
  • Ability to work in a team and to form a team’, ability to build capacity ;
  • Ability to work independently and creatively in a multicultural context ;
  • Strong oral and written communication skills, analytical skills ;
  • Ability to work effectively under pressure ;
  • Prior experience abroad is required ;

Conditions

  • Salary defined by the salary scale Acted according to the level of study, expertise, level of security and level of experience : between 3200 and 3400 € monthly net ( before income taxes )
  • Monthly cost of living allowance 300 $
  • Guesthouse accommodation and food supported by Acted
  • Social security, mutual ( MSH ) and repatriation assistance ( SOS International ) supported by Acted
  • Transport to the mission and return ticket fully supported every 6 months ( to the address specified on the employment contract )
  • Visa fees covered by Acted
  • R&R every 3 months ( plane ticket supported up to 500 $ + additional compensation of 200 $ )
  • A week of departure preparation including 4 days of safety training in immersion
  • Possibility of’having a call of 30 minutes with a consultant in taxation
  • Psychological support (meet with a professional.le)
