Solidarités International is a humanitarian association that works with vulnerable populations, mainly victims of armed conflicts and natural disasters. Specialized for over 40 years in covering vital needs, it supports emergency and then reconstruction programs.

The Solidarités International (SI) project in France helps people in precarious situations living in precarious housing sites (such as shanty towns or squats) around Toulouse, Lille, Nantes, Marseille as well as in Ile-de-France and Mayotte. The difficulties of the target populations are characterized by the barriers they encounter in accessing essential services (in particular cleaning and hygiene products as well as access to water) and by severely degraded housing conditions that do not allow for decent living conditions due to a very degraded environment. SI meets the needs of the targeted populations by installing infrastructure for access to drinking water, sanitation infrastructure and the distribution of hygiene kits.

THE MISSION

Haiti is a country that is widely exposed and vulnerable to climatic hazards. Since 2004, a total of 49 natural disasters have hit the country, and this trend was confirmed in 2020, with a record of 30 named systems in the North Atlantic.
The alternation of El Niño and La Niña phenomena as well as the effects of global warming directly impacts Haiti, thus repeated drought episodes limit access to water, both for the consumption of populations and their livestock, but also for irrigation. In addition, hurricane seasons put the country on alert for more than 4 months a year. The mission is positioned on two axes: Emergency responses and projects to strengthen the resilience of communities or local actors in the field of WASH and food security and nutrition. This is mainly in the Port-au-Prince area, in neighborhoods where internally displaced persons or very vulnerable people live and this in a security context requiring a fine access strategy and daily security management. The mission receives institutional funding from the CDCS, ECHO, UNICEF, AAP and is working on other options in consortium with health or protection actors for a better integrated approach.
In addition to climatic hazards, Haiti is facing a governance crisis with the delivery of deficient and very low quality public services.
The Haitian context is therefore the regular theater of emergency responses, carried out in parallel with more sustainable actions. The response to immediate needs helps relieve the population of the intervention areas, while longer-term projects aim to sustainably improve their resilience and/or prevent risks.
Also, the strategy of Solidarités International is part of a reflection of integration and link between development and emergency action, particularly adapted to the dynamics of the Haitian crisis aiming to strengthen the capacities of local actors while equipping itself with a solid capacity for intervention in the event of an emergency in a tense security context where the negotiation of access is an essential key.

DESCRIPTION OF THE OFFER

BASE TEAM SIZING / COORDINATION

  • The mission is mainly focused on Port-au-Prince which is a base/coordination. Ultimately, in 2024, there will be between 5 and 7 expatriates. And more than 40/50 national employees. Activities outside of Port-au-Prince are planned at the end of the year via a consortium.

GENERAL OBJECTIVE OF THE POSITION

Within the HAITI mission, under the supervision of the Program Coordinator, the SERA manager supports the Program Coordinator to ensure the implementation of the mission’s SERA strategy. He/she:

  • Provides leadership to the SERA department on the mission.
  • Works to centralize and harmonize SERA tools and processes across the mission.
  • Provides methodological support to all program teams on technical issues related to SERA and cross-cutting issues, particularly in: design of monitoring and evaluation plan, collection and analysis of qualitative and quantitative data, measurement of indicators, complaint mechanisms, do-no harm analysis, etc.
  • In collaboration with the Program Coordinator, helps to ensure the quality and relevance of monitoring activities and internal evaluations carried out on the mission, recommendations and analyses produced by its department (studies, maps, etc.).
  • Supports the training of program teams in its areas of expertise.
  • Contributes to the process of capitalizing on and improving methods and techniques relevant to its department.

SECURITY CONSTRAINTS

  • Level 4 out of 5 on Port-au-Prince. Haiti has been living for 3 years at the whim of more or less intense political and security crises. Security in the capital is degraded with risks in the neighborhoods where gangs are rife that clash with each other or with the police, regular demonstrations that can degenerate, exacerbated gender violence, etc. Security protocols are therefore strict and are reviewed and revised very regularly depending on the context.

LIVING CONDITIONS

  • Conditions Guest House in a secure condominium with wifi, tennis, barbecue, swimming pool and shared with many members of the international community.
  • Stable internet and phone network but power cuts from time to time.
  • Restaurant & social life limited to the green zone and subject to regular curfews (changing hours). No access outside Port-au-Prince on June 24 for leisure.

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2310 gross per month (2100 basic salary + 10% annual leave allowance paid monthly).
