SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
The mission
During 2023, SI strengthened its presence in the ZMPP with operational coordination in Port-au-Prince.
The SI team has been mobilized since 2024 for a WASH response (water supply, waste management, latrine construction, awareness raising and distribution of hygiene kits) on 11 sites for displaced people in the municipalities of Port-au-Prince and Delmas via funding from ECHO and CDCS.
Since 2022, our teams have responded to the resurgence of the cholera epidemic. From October, SOLIDARITÉS INTERNATIONAL, in collaboration with the Haitian authorities, followed the national strategy to fight cholera with a dual approach “coup de poing” (control) and “bouclier” (prevention).
February 2024, Solidarités International submitted an ECHO project with its local partner ORRAH for an emergency intervention in Protection and Water, Hygiene and Sanitation (WASH) to meet the critical humanitarian needs of displaced populations and Host Communities (HC), resulting from the violence of Organized Criminal Groups (OCGs) and their growing control over the country. Within the ZMPP, the action will propose an integrated and multi-sectoral approach on 11 IDP sites and their respective CHs, with the objective of reducing i) protection risks, particularly gender-based violence (GBV) and ii) health risks of the spread of waterborne diseases.
Currently, the mission is organizing to set up an emergency response in the ZMPP, with a WASH focus to adapt to the shocks suffered by IDPs and host communities, in an extremely tense and volatile security context. A UNICEF contingency project lasting 3 months is under negotiation to respond as quickly as possible, and in parallel discussions are underway to integrate an RRM approach into two consortia.
GENERAL OBJECTIVE
The position is based in Port-au-Prince. The EHA RP ensures the relevance, quality and design of EHA projects, is the guarantor of the quality and relevance of the technical approaches proposed and ensures the adequacy between the activities, the general objectives of the association and the needs of the populations.
In detail:
• He/she plans and supervises the implementation of the EHA program for which he/she is responsible, respecting the deadlines and technical specifications defined.
• He/she supervises and supports the EHA activity managers, monitors and evaluates the EHA activities implemented.
• He/she anticipates difficulties related to the conduct of EHA activities and facilitates the resolution of problems related to EHA programs.
• He/she proposes reorientations of the EHA activity according to the evolution of the context and the indicators.
SPECIFIC ISSUES AND CHALLENGES
- A very degraded security context.
- Mobilization and management of HR and financial resources for its project to respond to an emergency context, with many displaced people.
- Implementation of activities with a small team, requiring significant support.
- Design of new project proposals related to the EHA sector.
PRIORITIES FOR THE FIRST 2-3 MONTHS
- Monitoring of ongoing projects, sizing of the emergency WASH response on displaced persons sites.
- Carrying out a rapid assessment of needs based on changing contexts.
- Reflection and sizing of the EHA package within the framework of an RRM approach.
- Ensure the link with the log/admin support services to be able to respond to needs as quickly as possible.
- Supervise and coordinate EHA teams.
- Ensure the quality of our interventions.
- Oversee the budget management of projects and necessary modifications.
SECURITY CONSTRAINTS
Haiti is categorized as Level 4. Security is quite volatile/degraded in Port-au-Prince due to the presence of gangs that can prevent activities from being carried out. The mission’s security rules are strict (curfew at 7 p.m. every day, no travel on foot, etc.).
IF YOU WILL OFFER THE FOLLOWING CONDITIONS
A salaried position: Depending on experience, from EUR 2310 gross per month (€2100 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

• The position is based in Port au Prince, the accommodation offered is in a Guest house in individual rooms located in a secure compound located 1km from the office. The standard is very good (swimming pools, tennis court, room with private bathroom).
• Restaurants, a supermarket, shops allow to cover all needs.
• The office is also good, well located in a residential and quiet area**.**
REQUIRED DIPLOMA AND EXPERIENCE
Master in Humanitarian Program Coordination, project management and EHA, if technical profile appreciated.
EXPERIENCE IN THE HUMANITARIAN SECTOR: 0-2 years
EXPERIENCE IN EQUIVALENT POSITION: 3-4 years
