Presentation of TGH

“Actor in a sustainable and shared solidarity”

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 11 countries in Africa, Asia, Europe and the Middle East.

Context

On February 24, the Russian president announced a special military operation to demilitarize Ukraine. Minutes later, missiles/air raids hit all of Ukraine, including Kiev, shortly followed by a massive ground invasion from several directions, in a major escalation of the 2014 conflict and resulting in the siege of several major strategic Ukrainian cities such as Chernihiv, Kharkiv, Kherson, Kyiv, Mariupol, and Sumy. The Ukrainian president has since enacted martial law resulting in the general mobilization and management of the country by the military.

While the eastern part of the country was attacked from the beginning of the invasion with an assault on the main cities of the country, the Russian troops quickly attacked the capital, Kiev, causing the displacement of the diplomatic bodies of the United Nations and the majority of humanitarian actors to the west, particularly to Lviv, which has become a real humanitarian hub. The populations forced to flee for safety are seeking to reach the west of the country, which is, so far, still relatively unaffected by attacks. The Lviv region is home to a large number of displaced persons and is the main transit point for people seeking to reach Poland or other European border countries. On the 20h of July, OCHA revealed that over 6 million people have crossed international borders to seek refuge mainly in Poland while

the total number of internally displaced since the beginning of the war is over 6.3 million and women represent at least 60 per cent of those displaced.

According to the humanitarian community, all the people living in Ukraine have been directly or indirectly affected by the conflict. Emergency humanitarian needs are varied and cut across all sectors.

The most pressing needs identified include:

– cash and access to financial support

– psychosocial support for a weakened mental health and limit the risk of irreversible

– medicines and medical supplies

Presentation of the mission

TGH is present in Ukraine since 2015. Established in Kramatorsk (East), TGH’s interventions were targeting the most vulnerable populations along the contact line employing traditional and innovative modalities as follows:

• Provision of electronic vouchers (e-vouchers for food, hygiene or dual-purpose e-vouchers), an innovative modality with application of mobile phones and web-money-based interface

• Cash for Work (rehabilitation or social work)

• PSS

• Documentation support (restoration or obtaining of official/legal documents)

• Provision of basic humanitarian assistance: food and hygiene kits, in Donestk, NGCA

In 2020, TGH has completed its intervention with an emergency Covid-19 response funded by UNICEF supporting healthcare, educational and social institutions and households of Donetsk and Luhansk oblasts (GCA) along the contact line with electronic vouchers for essential hygiene.

Following February 24th, TGH mobilized its teams on the ground and at headquarter to maintain its existing activities and develop an emergency response to meet the most immediate needs of the affected populations. To this end, TGH has quickly started various assistance program to cover the basic needs and respond to the psychological distress of the affected households and individuals. Up to this date, TGH is implementing 5 different projects, while others are under discussion. To implement these activities in the most affected areas of Ukraine, TGH has developed and reinforced the collaboration with local partners that are essential and take a crucial place in the global response.

Initially operational in Ukraine from Kramatorsk, the team has been relocated to Lviv where the main TGH office had been recently opened and from where the activities are remotely managed. Given the enormous needs all around Ukraine and the different grants awarded, TGH has opened on operational base in Vinnitsya, where the humanitarian needs are considerable and is currently managing the opening of other sub-office in the other main and most affected cities of Ukraine in order to be closer to the beneficiaries and ensure a proper implementation and follow up. TGH will have operational bases in Cherkassy, Dnipro in addition to Vinnitsya and Lviv.

TGH is a member of the following Clusters and Working groups: Protection, Age and Disability Working Group (ADWG), Mental Health and Psychosocial Support Working Group (MHPSS WG), Food Security and Livelihoods Cluster (FSLC), Agriculture Working Group, Cash-based transfers Working Group (CBTWG) and WASH cluster.

Job description

Under the direct supervision of the Deputy Country Director for Program (DCD Program), the Head of BHA Project will provide overall leadership to the USAID/BHA funded “Emergency multisectoral response to the urgent needs of the conflict-affected people in Ukraine ” project team and be responsible for the overall management of the project including the quality of programmatic implementation (monitoring, evaluation, accountability and learning) and administrative elements of the project to serve the targeted affected population in Ukraine. The Head of BHA Project will oversee development of work plans, budget forecasts, provide technical support to quality and effective program implementation (including supervising activities, oversight of each sector, M&E, reporting), coordinate with key actors, set up and monitor accountability mechanisms, facilitate learning within the project and build on best practices. As BHA project is implemented within a consortium of 5 INGOs (TGH, PUI – lead, ACF, HI, SI) in various geographical areas of Ukraine, the Head of BHA Project is also in charge of the coordination between TGH implementing areas and represents TGH within the consortium.

In close coordination with the Field Coordinators and Deputy Field Coordinators for program, the Head of BHA Project specific responsibilities are as follows:

Project and budget management

– Assume overall responsibility for the technical quality and standards of project deliverables assigned to TGH in the Ukraine Response Consortium funded by the US Agency for International Development’s Bureau of Humanitarian Assistance (BHA) across 4 operational areas, in line with budgets and work-plans, focusing on producing required deliverables with the support of the Senior Program Coordinator and the technical Head of Programs;

– Assume overall responsibility for supervising and supporting timely and effective implementation of the USAID/BHA project and activities, including achieving set indicator targets and objectives and grant management;

– Ensure that the USAID/BHA project implementation aligns with all donor contractual obligations;

– Conduct field visits to monitor implementation and consult with key stakeholders and provide support to Deputy Field Coordinators for program and Field coordinators to ensure timely and effective project implementation – determining gaps and needs and taking corrective measures within appropriate timelines;

– Share the outcome of the monthly revision of forecasted expenditure and project milestones with the Field Coordinators and Deputy Field Coordinators for program and the follow up on the relevant action plans needed;

– Liaise with the Finance, Logistics and Program teams to ensure grants and programs align with forecasted expenditure and project timeframe.

Staff management and capacity building

– Work with technical Coordinators and Head of Programs to conduct capacity building and/or mentoring activities for project staff. More specifically, mentor staff involved in the project.

Internal and external coordination of the project

– Communicate regularly with the Field Coordinators and Deputy Field Coordinators for Program to discuss activity planning and implementation;

– Ensure appropriate links are established amongst the USAID/BHA project and other complimentary sectorial programs funded by UNHCR , UHF and CDCS;

– Working with the DCD Program to ensure regular communication with USAID/BHA consortium steering committee to share updates on challenges and program progress takes place.

Monitoring and evaluation

– In close collaboration with the MEAL team, take an active role in the monitoring of interventions; ensure the collection, analysis and sharing of data related to project activities and the overall context for the purpose of designing new orientation, interventions, and for donor advocacy and fund raising;

– Support the development of baseline, KAP and other project assessments and conduct in-depth analysis of assessment findings;

– Support field teams in ensuring that robust monitoring systems are in place and reviews are undertaken periodically.

Reporting

– In close coordination with the Grants Manager, lead on the development of project reports, including writing and providing data analysis for donor reporting and advocacy;

– In coordination with the Field Coordinators and Deputy Field Coordinators for Program, be responsible for development of the Monthly follow-up (MFU) report of the project and submitting it to the Grants Manager and Deputy Country Director for program on time.

External Representation

– Respect all TGH values in cluster, field visits or in any relevant external events ;

– Liaise with local authorities, communities and other relevant stakeholders on project-related issues when required;

– Liaise with relevant consortium members’ focal points.

Tasks and responsibilities are subjected to modifications according to the needs.

Security, working and living conditions

Despite the fluctuating security situation in Ukraine, the environment in Lviv is relatively calm and travel on foot or by taxi is permitted in the city centre. It is possible to go out in bars, restaurants… but there is a curfew in place from 11pm to 6am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city centre, close to the apartments where the expatriates are accommodated. Access to good internet connection in the offices.

Profile

· At least 5 years’ experience in managing multi-million funded humanitarian response programs in either Health, Protection, Nutrition and WASH sectors;

· Work experience with USAID/BHA and experience with a consortium approach;

· Relevant field level experience in supporting project teams on full project cycle technical needs (design, implementation, M&E, lessons learned) ;

· Demonstrable experience of budget management ;

· Demonstrable experience of working and developing key project management tools including work plans, Log-frames, Budgets, HR and Monitoring and Evaluation plans;

· Demonstrable ability to manage multiple priorities, deadlines, tasks efficiently in a high-stress, fast-paced environment ;

· Demonstrable experience of working in conflict/volatile security contexts ;

· Excellent time management skills and resourcefulness with strong attention to detail ;

· Excellent interpersonal, communication, public speaking, and strategic planning skill ;

· Strong people management skills;

· Ability to produce high quality reports ;

· Fluency in written and spoken English and computer literate ;

· Russian/Ukrainian language is an asset.
