Mission
Ensure the execution of MDM Spain operations in the context of complex Humanitarian Crises, in line with the strategic objectives of the organization and in compliance with MDM Spain’s internal procedures.
Geographical scope of intervention
International Humanitarian Programs.
The unit currently conducts operations in Ukraine, Syria and Afghanistan, but may vary over the course of the contract based on mission needs.
Organization chart
This position is part of the International Programs Department of Médicos del Mundo and reports hierarchically to the Head of International Programs.
Responsibilities
- Coordinate the Headquarters (HC) teams in the assigned unit, in collaboration with the Head of International Programs and provide support to the teams in the different operational centers (countries) to ensure the proper development of the projects.
-Supervise, support and conduct global monitoring (operational, technical and financial) of the implementation of these projects and programs, in close coordination and collaboration with the country and SC teams. Ensuring their correlation with the strategic lines of the international programs department (DPI) and the global strategic plan of the organization, and in compliance with the policies, internal regulations and guidelines of the department’s management. Contribute to their technical quality and ensure their congruence with the identified needs.
- Ensure the implementation of the strategic vision of Doctors of the World in collaboration with the Head of International Programs in each of the areas of intervention in the assigned geographic areas, in accordance with the identified needs, carrying out evidence-based analysis oriented towards decision-making.
- Contribute to the design of projects and/or programs, and ensure their overall implementation, monitoring and evaluation, developing the necessary actions for their redirection when necessary.
- Act as the person ultimately responsible for monitoring the budget of his/her unit, ensuring the preparation and compilation of the annual budget, with the support of the unit’s economic and financial technicians and the financing, planning and improvement unit. Ultimately responsible for the contributions of his/her unit to the DPI annual budget.
- Manage the unit’s HR in SC, and support HR management in the assigned geographic areas.
- Ensure the existence and implementation of annual operational plans in each of the countries under its responsibility, supporting the follow-up and monitoring of their objectives and indicators. Ensuring that the annual operational plans contribute to the DPI’s annual operational plan and to that of the organization.
- Establish mechanisms that allow for the reorientation and improvement of programs, advising teams on their proper implementation.
- Oversee the design, updating and compliance of internal security standards within the entity’s global security framework in the countries under its responsibility.
- Ensure, in coordination with the emergency unit, that the countries under its responsibility have an emergency preparedness and response plan (EPREP) updated annually or as needed.
- Identify, design and consolidate strategic alliances, ensuring the transmission of an image consistent with the entity’s values.
- Represent MDM in different national and international humanitarian, technical, health, political or advocacy forums as required.
- Monitor the humanitarian situation in your geographic area by proposing new interventions and exploratory missions
- Coordinate the participation of volunteers in their area of activity, with special attention to the needs of the thematic and strategic groups.
- Propose political advocacy actions regarding the projects under their coordination.
- Lead the formulation of periodic and final internal narrative reports to donors, as well as the justification of planned activities to financial institutions in coordination with the rest of the program and unit team.
- Maintain and promote contact with the different actors and platforms involved in the programs and geographic areas under their responsibility.
- Promote networking with other MdM chapters, international and national NGOs, as well as civil society associations in their areas of monitoring.
- Participate proactively and purposefully in internal processes, periodic meetings of heads of geographic units, the international programs committee when requested, and others that are considered pertinent and requested by management.
- Other functions related to the activity of the work area, required by the management of international programs.
Training
Academic Qualification:
University Education: in health sciences (desirable), or in social sciences related to the functions of the position.
Additional training: Development Cooperation, Humanitarian Aid. Logical framework, project cycle management, team and programme management in the humanitarian field.
Training/experience in budget monitoring and technical justification of projects.
Additional Training:
. Training in Public Health, Gender and/or Human Rights.
. ICT tools relevant to the position
Requirements
Languages : Spanish, English, level of at least B2 essential. French B2 valued.
IT : Good command of Office user level, Microsoft 365 tools (Outlook, Teams, loop, sharepoint..), databases (Activity Info, Monitool).
Experience
The ideal candidate will have at least 3 years of experience in similar positions, and a minimum of 5 years of experience in the field of humanitarian action in field positions of progressive responsibility in management of programs, teams, budget and relations with international funders.
